Description

The Bureau for Resilience, Environment and Food Security (REFS) of the U.S. Agency for International Development (USAID) is seeking feedback, information, and recommendations on approaches for the implementation of programming to transform local food processing to sustainably and equitably increase the access and affordability of safe, nutritious foods for women and children. USAID is exploring climate-smart investments that seek to achieve this aim by supporting and working beside, with, and through local micro-, small- and medium-size enterprise (MSME) food processors, especially women- and youth-owned and -led MSMEs. The associated Request For Information (RFI) questions are contained in Attachment 1. This RFI intends to:

  1. Allow all stakeholders and interested parties to provide information, feedback, and recommendations on the upcoming activity and its results framework;
  2. Understand how USAID can best continue investing in efforts for nutritious food processing and food safety; and,
  3. Explore innovative approaches to food processing and food safety that support data-driven and context-specific solutions.
  4. Gather insights into how work already being done by others (e.g., the private sector, other donors, national governments, and/or academic institutions) can be complemented or leveraged for greatest impact.
  5. Solicit capability statements with information about organizations (for-profit and not-for-profit) that have the skills and capabilities necessary to perform the work sought. (Capability statements are an optional addition to responses to the RFI questions, and only organizations with capability to perform the work sought are encouraged to submit capability statements. Responses to the RFI questions are welcomed from all organizations with relevant knowledge and expertise, regardless of capability to perform the work sought.)
Background
The Bureau for Resilience, Environment and Food Security (REFS) of the U.S. Agency for International Development (USAID) is seeking feedback, information, and recommendations on approaches for the implementation of programming to transform local food processing to sustainably and equitably increase the access and affordability of safe, nutritious foods for women and children. The RFI provides an overview of the current challenges in global nutrition, emphasizing the importance of safe and nutritious food for sustainable development. It also outlines previous relevant USAID investments in food processing and food safety, such as the African Alliance for Improved Food Processing (AAIFP), Solutions for African Food Enterprise (SAFE), Alliance for Inclusive and Nutritious Food Processing (AINFP), FTF Evidence and Action Towards Safe, Nutritious Food (EatSafe), FTF Business Drivers for Food Safety (BD4FS), and Feed the Future Innovation Labs.

Work Details
The work sought involves strengthening business and technical practices of food processors, strengthening linkages between food processors and the broader business ecosystem for nutritious foods, increasing sharing and uptake of knowledge, learning, and tools to support local food processors of safe, nutritious foods.
The activity aims to achieve intermediate results such as increased access to finance for food processors, increased market competitiveness of food processors in domestic and regional markets, strengthened local and regional food industry organizations, improved logistics from the farm gate to processors to markets, improved system integration and sourcing of ingredients from smallholder farmers, strengthened capacity of food processors and other key stakeholders to collaboratively design and implement interventions that facilitate processing of safe, nutritious food.

Period of Performance
The activity is anticipated to be funded for a period of five years with an estimated budget between $80 million to $99 million. However, this budget estimate is subject to change.

Place of Performance
The activity will not have a specific geographic focus but will prioritize Feed the Future Priority and Focus Countries as well as Nutrition Priority and Strategic Support Countries.
