The purpose of Amendment 0002 is to extended proposal due date from 09AM EST, October 10, 2024 to 09AMEST, October 15, 2024.

The purpose of Amendment 0001 is to provide answers to clarification questions. Please see "Attachment J.4 - ER Solicitation Clarification Questions and Answers.xlsx" in Section J.

The Library of Congress (Library) has a requirement for products and services that deliver or provide access to commercial off-the-shelf electronic information resources for the FEDLINK program. Information products and services shall be available for ordering agencies with multiple organizational levels and geographic locations nationwide and/or worldwide.

This combined synopsis/solicitation is for multiple indefinite delivery, indefinite quantity (IDIQ) contracts. Individual orders may be placed on a firm fixed unit prices basis, the cumulative value of which shall not exceed the maximum defined in the contract.

Contracts may be divided into four lots as follows:

Lot 1 Electronic Resources/Databases
Lot 2 Document Delivery Services
Lot 3 Associated Publications
Lot 4 Specialized Access/Product Integration

Contractors must offer products/services under Lot 1 in order to provide products/services under Lot 3, and must offer products/services under Lot 1 and/or Lot 2 in order to provide products/services under Lot 4.

Note that electronic training and online courses are not the focus of this solicitation and are out-of-scope. Only educational, electronic training, and online courses that supplement, support and interact with the products and services offered under Lot 1 are allowed. Such an offering is limited and must be directly related to the products/services offered under Lot 1.

Background
The Library of Congress (Library) has a requirement for products and services that deliver or provide access to commercial off-the-shelf electronic information resources for the FEDLINK program. The goal of this contract is to support federal libraries, information centers, and other entities by providing centralized access to electronic resources. The LC/FEDLINK program is authorized to procure commercial information services, publications, and library support services on behalf of participating federal entities.

Work Details
The Contractor will deliver or provide access to commercial off-the-shelf electronic information resources for the FEDLINK program. This includes:
- Lot 1: Electronic Resources/Databases
- Lot 2: Document Delivery Services
- Lot 3: Associated Publications
- Lot 4: Specialized Access/Product Integration.

Contractors must offer products/services under Lot 1 to provide products/services under Lot 3, and must offer products/services under either Lot 1 and/or Lot 2 to provide products/services under Lot 4. Specific tasks include:
1. Providing access to electronic databases/publications.
2. Offering document delivery services for published and unpublished materials.
3. Supplying associated publications in various formats.
4. Tailoring electronic publication packages for specific customers, including integration into their workflow environments.

Period of Performance
The overall period of performance spans from January 1, 2025, to December 31, 2028, with individual orders potentially having specific start and end dates as outlined in the contract.

Place of Performance
The place of delivery will be specified in each order; all deliveries will be made to the agency as indicated in each order.
