Amendment 0001 is uploaded.

The purpose of Amendment 0001 is twofold: 1) Provide answers to clarification questions and amend the solicitation to address the questions; and 2) extend the solicitation due date until May 28, 2024 at 9:00 AM EST. Accordingly, solicitation number LCFDL24R0018 is amended as follows: 1. SF 1449, Page 1, Box 8 - The offer due date is hereby extended from 5/27/2024 09:00 ET to 05/28/2024 09:00 ET; and 2. Section J - See attachment entitled "ER Solicitation Clarification Questions and Answers."

The Library of Congress (Library) has a requirement for products and services that deliver or provide access to commercial off-the-shelf electronic information resources for the FEDLINK program. Information products and services shall be available for ordering agencies with multiple organizational levels and geographic locations nationwide and/or worldwide.

This combined synopsis/solicitation is for multiple indefinite delivery, indefinite quantity (IDIQ) contracts. Individual orders may be placed on a firm fixed unit prices basis, the cumulative value of which shall not exceed the maximum defined in the contract.

Contracts may be divided into four lots as follows:

Lot 1 Electronic Resources/Databases
Lot 2 Document Delivery Services
Lot 3 Associated Publications
Lot 4 Specialized Access/Product Integration

Contractors must offer products/services under Lot 1 in order to provide products/services under Lot 3, and must offer products/services under Lot 1 and/or Lot 2 in order to provide products/services under Lot 4.

Note that electronic training and online courses are not the focus of this solicitation and are out-of-scope. Only educational, electronic training, and online courses that supplement, support and interact with the products and services offered under Lot 1 are allowed. Such an offering is limited and must be directly related to the products/services offered under Lot 1.

Work Details
The Contractor delivers or provides access to commercial off-the-shelf electronic information resources for the FEDLINK program. Information products and services shall be available for ordering agencies with multiple organizational levels and geographic locations nationwide and/or worldwide. The contract may be divided into four lots: Lot 1 – Electronic Databases/Publications, Lot 2 – Document Delivery Services, Lot 3 – Associated Publications, and Lot 4 – Specialized Access/Product Integration. Contractors must offer products/services under Lot 1 in order to provide products/services under Lot 3, and must offer products/services under either Lot 1 and/or Lot 2 in order to provide products/services under Lot 4.

Period of Performance
The contract period shall be for one base year period with three one-year options through 9/30/2028.

Place of Performance
The place of delivery shall be indicated in each order. All deliveries will be made to the agency as specified in each order.
