The purpose of Amendment 0004 is to extend the solicitation due date from 5/12/2023 at 9:00 AM EST to 5/15/2023 at 9 AM EST.

The purpose of Amendment 0003 is to extend the solicitation due date from 5/5/2023 at 9:00 AM EST to 5/12/2023 at 9 AM EST.

The purpose of Solicitation LCFDL23R0059, Amendment 0002 is to provide corrected answers to clarification questions and amend the solicitation to address the questions.

The purpose of Solicitation LCFDL23R0059, Amendment 0001 is twofold: 1) Provide answers to clarification questions and amend the solicitation to address the questions; and 2) extend the solicitation due date until May 5, 2023 at 9:00 AM EST.

The Library of Congress (Library) has a requirement for products and services that deliver or provide access to commercial off-the-shelf electronic information resources for the FEDLINK program. Information products and services shall be available for ordering agencies with multiple organizational levels and geographic locations nationwide and/or worldwide.

This combined synopsis/solicitation is for multiple indefinite delivery, indefinite quantity (IDIQ) contracts. Individual orders may be placed on a firm fixed unit prices basis, the cumulative value of which shall not exceed the maximum defined in the contract.

Contracts may be divided into four lots as follows:

Lot 1 Electronic Resources/Databases
Lot 2 Document Delivery Services
Lot 3 Associated Publications
Lot 4 Specialized Access/Product Integration

Contractors must offer products/services under Lot 1 in order to provide products/services under Lot 3, and must offer products/services under Lot 1 and/or Lot 2 in order to provide products/services under Lot 4.

Note that electronic training and online courses are not the focus of this solicitation and are out-of-scope. Only educational, electronic training, and online courses that supplement, support and interact with the products and services offered under Lot 1 are allowed. Such an offering is limited and must be directly related to the products/services offered under Lot 1.

Background
The Library of Congress (Library), through its FEDLINK program, seeks to establish multiple indefinite delivery indefinite quantity (IDIQ) contracts to procure commercial off-the-shelf electronic information resources and related services for Federal agencies across the executive, legislative, and judicial branches.
The program provides centralized contracting and accounting support via the LC/FEDLINK revolving fund (2 U.S.C. § 182c), enabling federal entities and authorized contractors to place firm-fixed-price orders up to specified maximums under four defined contract lots.

Work Details
Provide access to commercial off-the-shelf electronic information resources nationwide and worldwide under four contract lots:
Lot 1 – Electronic Databases/Publications: access, search, and retrieval of database content via web, dedicated lines, or newsfeeds with IP-, proxy-, or password-based controls.
Lot 2 – Document Delivery Services: on-demand fulfillment of published and unpublished materials with defined turnaround, backorder, cancellation, shipping, and replacement procedures.
Lot 3 – Associated Publications: supply of contractor-created catalogs and publications.
Lot 4 – Specialized Access/Product Integration: custom interfaces, content integration, federated search, subject expertise, and fixed-price research assistance deliverables.
Includes current awareness services (alerts, SDI, TOC), federated and content integration services, packaging and marking instructions, and inspection and acceptance procedures.

Period of Performance
October 1, 2023 through September 30, 2024 (base period), with four one-year option periods through September 30, 2028.

Place of Performance
Deliverables and services available to ordering agencies with multiple organizational levels in geographic locations nationwide and worldwide; specific delivery locations are specified in each individual task order.

Bidder Requirements
Offerors must propose on Lot 1 to be eligible for Lot 3 and on Lot 1 and/or Lot 2 to be eligible for Lot 4.
They must provide firm-fixed pricing for the base and option years (or indicate yearly caps) using the FEDLINK Pricing Pages Template (Attachment J.3) in Microsoft Excel, demonstrating discounts equal to or better than those offered to top commercial customers and including required volume discount structures.
Proposals must identify key personnel (Contractor Contract Administrator, FFO Contact, FNO/COR Contact, FEDLINK Customer Contact) with qualifications and submit Volume II (Technical and Management Proposal) within a 15-page limit (appendices excluded).
Offerors must disclose any actual or potential conflicts of interest with mitigation plans, and proposals must be concise, specific, and exclude web links.
