The Library of Congress (LOC), Federal Library and Information Network (FEDLINK), is seeking proposals from vendors for Books & Non-Print Materials and Related Support. This solicitation will result in a multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a 5-year base with no options.

Questions regarding this solicitation are due by 12:00pm Eastern time on Thursday, February 19, 2026. Answers to all questions received will be provided via an amendment to the solicitation. Proposals are due by 12:00pm Eastern time on Thursday, March 5, 2026. Please reference this solicitation number in all emails regarding this opportunity.

Offerors are advised to closely review Sections L & M for instructions on proposal format and the evaluation factors for award. Proposals will be evaluated using a best value tradeoff analysis to select the offeror or offerors whose proposals represent the best value to the government.

Background
The Library of Congress (LOC), through its Federal Library and Information Network (FEDLINK), is seeking proposals for Books & Non-Print Materials and Related Support. The goal of this contract is to provide centralized acquisition services for federal libraries, information centers, and other government entities, thereby reducing the time and labor involved in obtaining necessary information to support agency missions. This solicitation will lead to a multiple-award Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five-year base period.

Work Details
The contractor will provide Books and Non-Print Materials and Related Support under the FEDLINK program, which includes:

1. **Lot 1 - Firm Order**: Supply publications in response to firm orders from FEDLINK customers, including traditional monographs, electronic books, reports, encyclopedias, audiovisual materials (e.g., DVDs, CDs), multimedia items (e.g., video games), and reprints.

2. **Lot 2 - Technical/Physical Processing**: Perform technical processing for materials supplied under this contract.

3. **Lot 3 - Leasing Plan**: Offer leasing options for popular titles without requiring multiple purchases for permanent collections.

The contractor must supply materials in various formats including cloth, paper, library binding, hardbound, electronic formats, etc., ensuring all materials are new and in mint condition. The latest editions of publications must be provided unless otherwise specified by the customer.

Period of Performance
The period of performance for this contract is from June 1, 2026 to May 31, 2031.

Place of Performance
Services will be performed at the Library of Congress located at 101 Independence Ave SE LA 215, Washington, DC 20540-9411.
