THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and strategic planning purposes as part of NASA's Chief Data Officer strategic initiatives and potential partnerships and engagements between NASA and Industry; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future.

This RFI does not commit the Government to contract for any supply or service whatsoever. Further, NASA is not at this time seeking proposals and will not accept unsolicited proposals for any specific data management related activities discussed in the following. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. No solicitation exists; therefore, do not request a copy of the solicitation. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized in accordance with FAR 5.2, and will be synopsized on SAM.gov, General Services Administration (GSA) e- Buy, or NASA Solutions for Enterprise-Wide Procurement (SEWP). Interested firms are responsible for monitoring these websites for the release of any solicitation or synopsis.

NASA is seeking capability statements from all interested parties, including all socioeconomic categories of Small Businesses and Historically Black Colleges and Universities (HBCU)/Minority Institutions (MI), and members of the underserved communities as defined by Executive Order 13985, Advancing Racial Equity And Support For Underserved Communities Through The Federal Government, for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for a Federated Search and Discovery Platform.

Interested firms having the required capabilities necessary to meet the above requirement described herein should submit a capability statement which includes information outlined in the attached instructions.

Initial notification of interest and questions should be submitted via email within ten (10) business days of RFI release in order to permit Government coordination and responses. Initial notification should include information outlined in the attached instructions.

NASA is working to achieve the objectives of the action plan set by the Federal Data Strategy (https://strategy.data.gov/2021/action-plan/) with a focus on the data discovery elements outlined in Figure 2. The aim is locate, access, and make available NASA data and information. To realize this objective, NASA plans to utilize a variety of data management systems and environments already in place across its various missions and centers.

NASA is seeking data on technical methods to establish a federated search architecture. The solution would enable NASA to query multiple repositories through a single interface. The architecture must be capable of distributing a search across numerous systems and deliver aggregated results that are relevant, accurate, and useful irrespective of the technology or geographical location of the primary data sources.

Work Details
NASA is seeking data on technical methods to establish a federated search architecture that would enable NASA to query multiple repositories through a single interface. The architecture must be capable of distributing a search across numerous systems and deliver aggregated results that are relevant, accurate, and useful irrespective of the technology or geographical location of the primary data sources. The key features and requirements for this system include integration capabilities, distributed searching, relevant and accurate results, aggregation of results, technology and location agnostic functionality, user-friendly interface, scalability and performance, security and privacy compliance, analytics and feedback loop. Additionally, NASA is seeking information on existing successful efforts in other Federal Government Agencies and academia on improving data discoverability for legacy systems, reference architectures that enable data discovery and reuse in a disperse heterogeneous ecosystem, recommendations for open source and commercial off-the-shelf (COTS) solutions that can federate existing information and dataset repositories, API standards and best practices for enabling legacy systems for federated search, strategies for engineering customer prompts for cross-domain search retrieval, approaches for aggregating and summarizing search results from multiple NASA data domains into a top-level search result set, data standards for discovery, catalog/inventory and data interoperability, recommended adoption of Large Language Models for improved search results and usability, recommended frameworks and operating models for data stewardship to support data discoverability and search.
