Background
The Federal Retirement Thrift Investment Board (FRTIB) intends to award multiple-award Indefinite-Delivery Indefinite Quantity (IDIQ) contracts for specialized legal advisory services. FRTIB invites public review, comment, and questions in order to tailor the solicitation to current market conditions if needed. This is NOT a Request for Quote, Request for Proposal or Invitation for Bid.

Work Details
The scope of this contract includes providing advice, written memorandums, and support to negotiations for FRTIB’s Office of General Counsel on complex legal matters related to fiduciary responsibilities, securities litigation, contract structure, privacy, data protection, cybersecurity issues, insurance coverage, and custodial issues. The contract will be performed over a period of five years with a base year and four option years. Task orders will be issued on a competitive basis and the Contractor shall provide a quote for the required legal counsel support services on a firm fixed price (FFP) basis.

Period of Performance
The Period of Performance (POP) for this requirement is for five (5) years. The POP will begin upon award date of the contract. The POP shall be a one twelve-month base year and four twelve-month option years: Base: Apr. 28, 2024 – Apr. 27, 2025; Option Year 1: Apr. 28, 2025 – Apr. 27, 2026; Option Year 2: Apr. 28, 2026 – Apr. 27, 2027; Option Year 3: Apr. 28, 2027 – Apr. 27, 2028; Option year 4: Apr. 28, 2028 – Apr. 27, 2029

Place of Performance
The contractor will work from their own offices except for any trips required by this contract to the Agency’s offices in Washington, DC.
