Please see attached Amendment 0004 to Solicitation No. 24322626R0007. This amendment lengthens the amount of time Offerors shall provide the Government with access to their proposed Core HCM platform under Technical Factor 3 System Testing. This adjustment is necessary to accommodate evaluator availability during the upcoming holidays and to ensure sufficient time for thorough and equitable testing. This amendment does not reopen the solicitation. The solicitation remains closed, and no new proposals will be accepted.

The Government hereby releases the final Request for Proposal (RFP) for Federal Human Resources Information Technology (HRIT) Modernization. Proposals are due no later than 1 p.m. Eastern Daylight Time on October 31, 2025. Please refer to RFP section L.6 for detailed proposal submission instructions.

Please note that the Government reviewed all questions and comments received in response to prior Requests for Information and the draft Performance Work Statement and, in consideration, made various updates throughout the RFP. Further questions regarding the final RFP shall be submitted via email to opmcontracting@opm.gov no later than 1pm Eastern Daylight Time on October 23, 2025. The subject line should state: Questions in response to Federal HRIT Modernization . Any questions submitted by potential Offerors will be treated on a non-attribution basis. Potential Offerors are advised that any submitted question may be publicly shared; therefore, questions shall not contain any proprietary information.

Offerors are strongly encouraged to submit questions as early as possible to allow the Government sufficient time to prepare and issue responses. Questions do not need to be submitted in a single batch; Offerors may submit multiple sets of questions at different times prior to the deadline. Early and iterative submissions will help facilitate timely and comprehensive responses from the Government.

Background
The U.S. Office of Personnel Management (OPM) is issuing a Request for Proposal (RFP) for the Federal Human Resources Information Technology (HRIT) Modernization project. The goal of this contract is to deliver and sustain a FedRAMP Moderate or higher certified Core Human Capital Management (HCM) platform that will serve as the system of record for approximately 2 million Executive Branch civilian employees.

This initiative aims to improve HR processes, enhance transparency, efficiency, and accountability, and reduce costs across federal agencies.

Work Details
The contractor will be responsible for the following tasks and deliverables:
1. **Core Implementation**: Provide a FedRAMP Moderate or higher certified Core HCM platform that includes functionalities such as position management, employee engagement, talent development, compensation and benefits management, human capital analytics, and personnel action request processing.
2. **Agency Transition**: Plan and execute agency-specific transition activities to ensure smooth migration from current systems to the new Core HCM platform.
3. **Licensing and Sustainment**: Maintain active licenses for continuous user access to the Core HCM platform while providing regular updates and operational support.
4. **Data Migration**: Develop strategies for accurate data migration from existing systems to the new platform with minimal business interruption.
5. **Testing and Compliance**: Conduct user acceptance testing to confirm that the platform meets all user requirements and complies with federal regulations.
6. **Disaster Recovery and Business Continuity**: Implement a comprehensive disaster recovery plan ensuring service delivery continuity during outages or failures.
7. **Performance Monitoring**: Continuously monitor system performance metrics including availability, backup success rates, and compliance with recovery objectives.

Period of Performance
The period of performance for this contract is set for 10 years from the date of award.

Place of Performance
The contract will be performed at various locations as determined by OPM, primarily in Washington, DC.
