Description
Background The Federal Bureau of Prisons (FBOP) is initiating the Inmate Tablet Implementation Initiative to enhance communication and access to educational resources for inmates across its facilities. The goal of this contract is to provide individual tablets to approximately 150,000 inmates at 120 FBOP institutions throughout the United States, thereby improving their access to various services and information.
Work Details The contractor will be responsible for providing all necessary hardware, software, network infrastructure, kiosks, and deployment support for the tablet program. Key services include: 1. Inmate Use Tablet Implementation - Delivering tablets to inmates with necessary software and support. 2. External Electronic Mail - Providing a unit price per message sent/received. 3. Video Calling - Offering video calling services on a per-minute basis. 4. Phone Calls - Providing phone call services on a per-minute basis. 5. Printing Services - Offering printing services charged per page. 6. Music Subscription Services - Providing various subscription options including per minute pricing and bundled packages. 7. Movies & Television Subscription Services - Offering pricing for viewing content on a per-minute basis and through various subscription lengths. 8. Games Subscription Services - Providing gaming options with tiered pricing based on usage. 9. Podcasts Subscription Services - Offering podcast access with different pricing tiers based on usage. 10. Bundled Subscription Services - Providing details on bundled service offerings for inmates. 11. Educational Content - Including self-paced educational content for GED preparedness and financial literacy available on each tablet issued.
Period of Performance The contract will be executed over four base years, with each year covering a specific range of months: Year One (NTP to Month 12), Year Two (Month 13 to Month 24), Year Three (Month 25 to Month 36), and Year Four (Month 37 to Month 48).
Place of Performance The contract will be performed at approximately 120 FBOP institutions located throughout the United States.
1. Add clause DOJ-09 Large Language Models (MAR 2026) to Section I Contract Clauses.
2. Add the following language to Section B.1 Services and Prices/Costs. "Vendors shall not restrict or limit data access to non-revenue generating applications. Failure to comply will result in a deduction."
FBOP will host an in-person event on 3/17/2026-3/19/2026 from 7:30am until 2:30pm EST located at:

Each Prospective Vendor May have three representatives in attendance.
The Bureau of Prisons (BOP) will provide a dedicated workstation area equipped with multiple terminals. Vendors may request staff assistance to access specific FBOP site drawings for the purpose of reviewing programming and housing layouts. Please note that photography is strictly prohibited; however, handwritten, or digital notes are permitted.
The Bureau anticipates the proposal submission date will be extended in a forthcoming amendment.

BOP will provide the minimum required single mode fiber connectivity to support the infrastructure at all institutions except for the following locations: Ashland FCI, Ashland SPC, Big Spring FCI, Big Spring SPC, Duluth FPC, Edgefield FCI, Edgefield SPC, La Tuna FCI, La Tuna SPC, Montgomery FPC, Morgantown FPC, Safford FCI, Sandstone FCI, Springfield MCFP, and Yankton FPC. For these locations, the BOP will provide 24 strand single mode fiber cabling on site, while the contractor shall provide all labor and any additional materials required to install the fiber necessary to support the infrastructure for this project.
This amendment does not alter the contractor's responsibility to install all horizontal copper cabling required to support the wireless infrastructure at every institution.
