The Federal Election Commission (FEC) is seeking to migrate several legacy Lotus Notes applications to a new platform. The agency intends to award a firm-fixed price contract for the Lotus Notes migration effort. The objective of this migration is to replace the current applications and workflows with a modernized solution that offers an easier-to-use interface, robust dashboard and reporting capabilities, and improved self-service options. The scope of work includes addressing security, reliability, and business continuity issues, supporting further application and services development, and integrating with other FEC applications. The requirements include selecting a new platform/architecture, facilitating Scrum meetings, building and configuring components, providing demonstrations of project progress, and adhering to industry best practices.

The first task involves migrating the DVS/DVS Staging/Certification applications. This includes conducting architecture analysis to select a suitable platform, configuring groups and access roles, providing search capabilities, enabling sorting and ordering fields, configuring workflows with approvals and notifications, integrating with other systems, enabling electronic signatures and stamps, migrating historical data, and maintaining all history.

The second task involves migrating the Enforcement Priority System (EPS). Similar to the first task, this includes conducting architecture analysis to select a suitable platform, configuring workflows with approvals and notifications, integrating with Law Manager system, enabling report generation and search functionality on all parameters, migrating historical data, and ensuring data accessibility.

Overall, the FEC is looking for a contractor who can provide expertise in selecting a new platform/architecture, facilitate an Agile development methodology, build and configure components according to requirements, provide demonstrations of project progress, adhere to industry best practices for usability and functionality, and deliver training sessions for each release.
