To enhance strategic communication, foster public trust, build partner capacity, and support recruitment goals, DTRA requires the production of a feature-length, cinematic-quality documentary that translates its mission into a compelling narrative for a broader audience.

Work Details
DTRA is seeking a strategic production partner to create a documentary that effectively navigates the complexities of DTRA’s secure operations while delivering a high-impact story to a mass audience. The required partner must possess:
1. An established reputation and documented trust within the highest levels of the U.S. Department of Defense (DoD) and its partners.
2. Proven ability to gain access to and film within highly secure and classified environments.
3. A massive pre-existing distribution network with a track record of reaching millions of viewers in the target demographic.
4. A unique storytelling approach that makes complex defense topics accessible and compelling to both the public and key policymakers.

Bidder Requirements
Interested vendors must demonstrate:
1. Integrated Security & Access: A proven history of operating safely 'inside the wire' alongside military Public Affairs teams in secure environments.
2. Established Mass Distribution Network: A pre-existing distribution network with massive reach and an established audience base (e.g., platforms with over 1 million active subscribers).
3. Authentic, Earned Storytelling: Ability to produce authentic documentary storytelling that resonates with civilian audiences.
4. DoD & Interagency Trust: An established reputation for handling sensitive defense topics accurately.
