Background
The Postal Regulatory Commission (Commission) has been directed by the House of Representatives to analyze the feasibility of restoring service standards for market-dominant products that were in effect on July 1, 2012, and January 1, 2021. The Commission requires assistance in conducting the analysis and preparing the report described above.

Work Details
The Commission is seeking a thorough examination of the feasibility and effects of restoring service standards in effect in FY 2012 and January 2021. The report should include an executive summary of findings and recommendations, a summary and review of relevant historical information, research, dockets, and Commission findings relating to changes in service standards since July 1, 2012.
It should also analyze the feasibility of reverting to service standards for market-dominant products then in effect on July 1, 2012, and January 1, 2021. The contractor will be required to provide a draft written report and a final written report incorporating feedback received from Commission staff.

Period of Performance
The Commission intends to issue a Fixed-Price contract for this effort. The work is expected to start on the award date and be completed no later than February 16, 2023.

Place of Performance
Performance under this contract, including meetings, will be provided remotely.
