Background
The Federal Bureau of Prisons (BOP) was established in 1930 to provide more progressive and humane care for Federal inmates, to professionalize the prison service, and to ensure consistent and centralized administration. The BOP is responsible for the custody and care of approximately 153,316 Federal offenders. The public trust demands that this annual appropriation be prudently managed. Thus, dollars spent to maintain the health of the inmate population must reflect the agency’s best efforts to obtain cost-effective health care consistent with community standards.

Work Details
The Field Acquisition Office (FAO) intends to make a single award for the provision of Comprehensive Medical Services at the Federal Detention Center (FDC) located in Honolulu, Hawaii. The FDC includes the following institutions: Federal Detention Center (FDC) – Male and Female offenders, Care Level 1. Presently, the FDC is identified as Care Level 1 BOP facility. This administrative classification is generally healthy but may have limited medical conditions that may be easily managed by clinical evaluations.
The goal of this solicitation is to establish a contractual agreement that will provide necessary professional and facility services for both inpatient admissions and outpatient encounters.

Period of Performance
The contract will cover a base year effective from the date of award through twelve months from EDOA, with options for four additional years.

Place of Performance
The contract will be performed at the Federal Detention Center (FDC) located in Honolulu, Hawaii.
