FDA Solicitation Notice for: MRC Operations and Maintenance Support Services, Laurel, MD.   3

Background
The FDA is issuing this solicitation for Operations and Maintenance Support Services at the Muirkirk Road Complex (MRC) located in Laurel, MD. The goal of this contract is to provide comprehensive operations and maintenance services to ensure the facility operates efficiently and meets all regulatory requirements.

This contract will be executed as an Indefinite Delivery, Indefinite Quantity (IDIQ) arrangement with a single ordering period of five years.

Work Details
The contractor will be responsible for a variety of tasks under this IDIQ contract, including:
- Continuous operations and maintenance services
- Preventive maintenance program
- Corrective maintenance and emergency response
- Utilities plant operations
- Specialized environment support (BSL-3, vivarium, aquaculture)
- Building automation systems maintenance
- Transition/phase-in period

Performance requirements and acceptance criteria are specified in individual task orders. The Performance Work Statement (PWS) establishes the baseline scope, performance standards, and general requirements for all operations and maintenance services that may be ordered under this contract. Individual task orders will contain specific Task Order Performance Work Statements (TO PWS) that specify the particular services, deliverables, and acceptance criteria for that task order.

Period of Performance
The ordering period for this IDIQ contract is five years from the date of contract award. Individual task orders may have performance periods that do not exceed five years from their issuance date.

Place of Performance
The primary place of performance for services under this IDIQ contract is the FDA Muirkirk Road Complex located at 8800 Muirkirk Road, Laurel, MD 20708. Additional locations may be specified in individual task orders within the Washington DC metropolitan area or at other FDA facilities as required.
