This is not a solicitation announcement. This is a Sources Sought Notice (SSN) only. This SSN is issued solely for market research and planning purposes it does not constitute a Request for Quotations (RFQ) or a promise to issue an RFQ in the future. Further, the SSN does not commit the Government to contract for any supply or service whatsoever. The FDA is not seeking proposals and will not accept any unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this SSN; all costs associated with responding to this SSN will be solely at the expense of the interested respondents. Not responding to this SSN does not preclude participation in any future RFP, if issued. The purpose of this sources sought synopsis is to gain knowledge of potential qualified vendors to include small business sources and their size classifications (i.e., HUBZone 8(a), 8(a), HUBZone, Service-Disabled Veteran-owned, Veteran-Owned, Women-Owned Small Business, and Small Disadvantaged Business) relative to the North American Industry Classification System (NAICS) code.

Responses to this Sources Sought Notice will be used by the Government to make appropriate determinations about potential sources.

The purpose of this acquisition is to obtain support of the anticipated acquisition of multimedia support and management services required by CDRH's Digital Communication Media Staff (DCMS), hereafter referred to as the FDA Studio, in the Office of Communication and Education (OCE). The multimedia support is needed for the delivery of Ultra-High Definition (4K) video production, remote hosting, content development, live webcasting/broadcasting, system design and engineering services for the U.S. Food and Drug Administration (FDA) and their federal government customers.

Background
The Food and Drug Administration (FDA) is responsible for protecting public health by ensuring the safety, efficacy, and security of drugs, biological products, medical devices, food supply, cosmetics, and radiation-emitting products.

The Center for Devices and Radiological Health (CDRH) within the FDA aims to promote public health by ensuring access to safe and effective medical devices. The FDA Studio's multimedia initiatives are essential for public health communication and education, providing cost-effective educational content to healthcare professionals and consumers.

Work Details
The contract involves providing multimedia support and management services for the CDRH's Digital Communication Media Staff (DCMS). Key tasks include:

1. Project Management: Establish control mechanisms, conduct kickoff meetings, provide monthly status reports, and participate in project management team meetings.

2. Ad-Hoc Studio Support Projects: Provide video production personnel to supplement FDA staff as needed, manage equipment acquisition and delivery, and support additional staffing needs for educational materials.

3. Transition Activities: Develop transition plans to ensure a smooth handover of services at the end of the contract period.

Period of Performance
The anticipated period of performance is a 5-year contract (base plus four option years).

Place of Performance
The work will primarily be performed at the FDA studio in Gaithersburg, MD, with potential off-site locations as directed by FDA work requests.
