FDA Operations & Maintenance and Related Services, Cincinnati, OH

The Contractor shall provide management, supervision, labor, materials, equipment, and supplies (shipping & handling) and shall be responsible for the efficient, effective, economical, and satisfactory operation, scheduled and unscheduled maintenance, repair of equipment and systems, located within the property line of the FDA Forensic Chemistry Center building, located at 6751 Steger Drive, Cincinnati, OH 45237. The Forensic Chemistry Center (FCC) is FDA's state-of-the-art, rapid-response crime laboratory. The FCC personnel perform laboratory research and analyses on a day-to-day basis, regularly providing expert technical support for the FDA's Office of Criminal Investigations. The laboratory also provides forensic analyses for high profile samples collected within other Federal and State agencies. The FCC plays a major role in many programs initiated by the FDA, particularly anti-counterfeiting, anti-tampering, and counterterrorism. The FCC location is undergoing a prospectus repair and alteration project, which includes the demolition of the existing FDA District Administrative Office space to accommodate the expansion and modernization of the FDA laboratory space to meet FDA's long-term requirements. The scope includes repairing the building's storefront and roof, loading dock repairs and service drive extended, electrical/lighting upgrades, new UPS, emergency generator upgrades, fire alarm system upgrade in the lab spaces, fire sprinkler system modifications, air handling unit replacement, new VAV units and ductwork, chilled water piping replacement, exhaust fan replacement, chiller replacement, and boiler replacement. The project is scheduled for substantial completion in December 2023. Once the project commences, the service contract will be modified to add/remove the respective O&M equipment. This is a Performance Based Work Statement (PBWS) for Facilities Engineering: Operations, Maintenance, and Related Services defined under the included scope for a Blanket Purchase Agreement (BPA).
