NOTICE OF INTENT To Award 8(a) Sole Source; FDA Headquarters Consolidation Initiative; Workplace Enhancement and Management Services

The Food and Drug Administration (FDA) intends to award a Labor-Hour, 8(a) sole source contract, in accordance with FAR 6.302-5(b)(4) to HH Logistics Planning, LLC for the FDA Headquarters Consolidation Initiative; Workplace Enhancement and Management Services. This Labor-Hour contract award, will have a period of performance of a 12-month base period and two (2) 12-month option periods, commencing January 1, 2025.

The North American Industry Classification System (NAICS) is 541611 Administrative Management and General Management Consulting Services.

The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-5 Authorized or required by statue, 41 U.S.C. 3304(a)(5)". FDA has an on-going need for the FDA Headquarters Consolidation Initiative; Workplace Enhancement and Management Services.

The total estimated value is $4,269,388.87 for the one 12-month base year and two (2) 12-month option years (if exercised).

The contractor shall comply with all Federal, State, and local laws and regulations pertaining to Workplace Enhancement and Management Services. Prior to contract start date, the contractor shall obtain any and all necessary permits, registrations, and licenses for the Workplace Enhancement and Management Services for the jurisdiction in which services are to be performed. The contract is subject to the FAR clause 52.246-6, Inspection Time-and -Material and Labor Hour, which provides for adequate enforcement to ensure satisfactory performance.

THIS IS NOT A REQUEST FOR QUOTES/PROPOSALS. Interested sources may submit in writing; clear and convincing evidence of their qualifications and/or capabilities to provide the Workplace Enhancement and Management Services that illustrates a bona fide ability to meet the requirement no later than 10:00 AM ET on November 12, 2024 at no cost to the Government. No contract award will be made on the information received in response to this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
