FDA-Approved Radiopharmaceutical Supplies and Cold Kits

Background
The Defense Health Agency Contracting Activity Healthcare Contracting Division, Southeast (DHACA-HCD-SE) is issuing this solicitation for the provision of FDA-approved radiopharmaceutical supplies and cold kits to support the Nuclear Medicine Section at the Dwight David Eisenhower Army Medical Center (DDEAMC), Fort Gordon, Georgia.

The goal of this contract is to ensure a continuous supply of critical radiopharmaceuticals and cold kits necessary for diagnostic imaging and therapeutic patient care, which are vital due to their short half-life and the urgent nature of nuclear medicine.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary for the continuous provision and timely delivery of FDA-approved radiopharmaceuticals and cold kits.

The contract includes a simplified 5-CLIN '1-Job' structure for funding and billing administration. Offerors must provide individual pricing for 61 required radiopharmaceutical items and cold kits based on estimated annual usage. The contractor must ensure that all products meet FDA, NRC, and DOT compliance standards. Specific items include active isotopes, cold kits, shielding supplies (e.g., syringe shields), chromatography strips, and carriers.

Period of Performance
Base Year: 01 October 2026 – 30 September 2027; Option Year 1: 01 October 2027 – 30 September 2028; Option Year 2: 01 October 2028 – 30 September 2029; Option Year 3: 01 October 2029 – 30 September 2030; Option Year 4: 01 October 2030 – 30 September 2031.

Bidder Requirements
Offerors must hold a current Nuclear Regulatory Commission (NRC) or Agreement State radioactive materials license authorizing the compounding, handling, and distribution of medical isotopes.

They must also have active FDA Blood Establishment Registration or drug compounding registration matching their primary compounding facility and certifications of CLIA compliance for associated testing and quality control laboratories. Additionally, the compounding pharmacy must be located within a 90-minute driving radius of DDEAMC.
