Dear Quoter:

The Federal Bureau of Prisons, Federal Correctional Institution, Texarkana, Texas, intends to issue solicitation 15B51525Q00000020 for the requirement of the replacement of the perimeter fence detection system. The NAICS code or this requirement is 334290.

The contract type will be Firm-Fixed Price. The evaluation factors are Price, Past Performance and Capabilities to perform and supply the items specified in the solicitation. Price will be rated higher than Past Performance and supplies. Supplies and materials must be equal to those described in the solicitation. The Government will award to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government. Failure to deliver within the established time frames will be considered as Non-Conformance under the contract terms.

The solicitation will be made available on or about May 27, 2025, and will be posted to the General Services Opportunities website www.sam.gov. All future information regarding this acquisition, including solicitation amendments, will be distributed solely through this site. The anticipated date for receipt of quotes is June 11, 2025, at 3:00 P.M. Central Standard Time via e-mail to Tex-ProcurementProp-s@bop.gov. Each offeror is required per FAR 52.212-3 to complete their representations and certifications via www.sam.gov. All responsible vendors may submit a proposal which will be considered. The anticipated date of award is June 17, 2025.

Background
The Federal Bureau of Prisons (FBOP), specifically the Federal Correctional Institution (FCI) Texarkana, Texas, is seeking to replace its perimeter fence detection system. The goal of this contract is to ensure the security and integrity of the institution by upgrading its perimeter detection capabilities. The contract will be awarded based on price, past performance, and the capabilities of the offeror to supply the specified items.

Work Details
The contractor will be responsible for providing all necessary materials for replacing the perimeter detection system along a 5,225-foot perimeter fence at FCI Texarkana. This includes freight and delivery to the specified location. Key tasks include:

1. Supplying FP115005U Sensor Units capable of detecting intrusions over long distances.
2. Providing per-meter activation licenses for sensor units.
3. Supplying FiberPatrol fiber connection modules and associated splice trays.
4. Delivering field splice enclosures and sensor cable management kits.
5. Installing fiberoptic sensor/lead cables with protective armor.
6. Providing UltraWave transmitter and receiver pairs with mounting kits.
7. Ensuring all proposed equipment meets FBOP specifications and submitting detailed product sheets for approval prior to award.

Period of Performance
The contract work is expected to be performed from July 1, 2025, to July 31, 2025.

Place of Performance
The work will be conducted at FCI Texarkana, located at 4001 Leopard Drive, Texarkana, Texas 75501.
