Description

This letter is the Combined Synopsis/Solicitation package for commercial items prepared in accordance with the format in Subpart 12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This announcement constitutes the only solicitation of offers that are being requested on System for Award Management (SAM) (www.sam.gov). This is a single award, NAICS: 238990 All Other Specialty Trade Contractors UPGRADE WATER TANK, for the Federal Bureau of Prisons, FCI Schuylkill. This package contains all necessary information for you to submit a price quote to the Government. PLEASE READ THROUGH ITS ENTIRITY. The following MUST be completed and submitted with your offer:
Standard Form (SF) 1449 Solicitation/Contract/Order for Commercial Items and continuation sheets. The SF1449 MUST BE SIGNED. ALL offers shall be submitted on the specific RFQP02132500015/SF1449.
Quoter(s) are advised the Government reserves the right to make single or multiple awards. The Government will award to the responsible quoter whose quote, conforming to the solicitation, is most advantageous to the Government. Best value/past performance will be determined by evaluating each quotation for one or more of the following: price, past performance, quality, comparison with other offers, and administrative cost. Line-item quantities are for services as required by Federal Bureau of Prisons, FCI Schuylkill. Please quote on services specified, and ALL ITEMS MUST MEET REQUIRED SPECIFICATIONS AS PROVIDED. ANY CHANGES TO THE SOLICITATION CAN RESULT IN THE GOVERNMENT REJECTING PART OR ALL OF THE QUOTE(S) SUBMITTED. Be sure to complete blocks 17a, 23, 24, 30a, 30b, and 30c of SF-1449 and the continuation sheets. Please include your telephone number, e-mail address and TIN & UEI in block 17a.
The only format in which questions will be answered is via e-mail for clarity only. The anticipated Award date is by June 20, 2023. QUOTERS are always expected to deliver the service on time as agreed, deliver the precise service requested, submit the invoice at the exact prices quoted, and only after full completion of services.
Interested parties are responsible for monitoring the SAM site to ensure they have the most up-to-date information about this solicitation.

to: ssandler@bop.gov. No faxes or postal mail will be accepted. ALL VENDORS MUST BE COMPLETELY REGISTERED IN THE SYSTEM FOR AWARD MANAGEMENT, www.sam.gov prior to award, during performance and through final payment of any contract resulting from this solicitation.

Background
The Federal Bureau of Prisons (FBOP) is issuing this solicitation for the upgrade of a water tank at the Federal Correctional Institution (FCI) Schuylkill, located in Minersville, Pennsylvania. The goal of this contract is to ensure that the water tank meets operational standards and safety requirements through necessary upgrades and maintenance. This project is critical for maintaining the facility's infrastructure and supporting its mission.

Work Details
The contractor will provide all labor, materials, equipment, and incidentals necessary to complete the following tasks as outlined in the Statement of Work (SOW):
- Perform a dry interior cleanout to remove sediment.
- Install an anti-vortex plate on the suction line.
- Install a cable-type safety climb device on the shell ladder.
- Post a Confined Space Entry sign at the primary roof hatch.
- Adjust, calibrate, and lubricate the existing liquid level gauge.
- Install a thermometer on the tank.
- Replace the PVC overflow pipe with a steel overflow system, complete with standoffs, flapper valve, and screen.
- Install two open coil element (OCE) heaters.
- Install sacrificial anodes on the interior shell.
- Install a lock on the primary roof hatch (owner provided lock).
- Repair cracks and spalling with commercial non-shrinking grout.
- Pressure wash the tank exterior with an antifungal solution.
- Install a Fall Protection required sign near the base of the shell ladder.
- Install a frost-proof drain valve complete with a locking device (owner provided lock).
- Replace bolts on the primary shell manway with maintenance-free galvanized steel bolts.
- Clean around anchor bolts, tighten anchor nuts, tack weld nuts to bolts, repaint exposed foundation and seal or paint to protect concrete.

The work will be performed at Federal Correctional Institution (FCI) Schuylkill located at Interstate 81 & 901 West, Minersville, PA 17954.
