Description

FCI Berlin FY25 Outside Comprehensive Medical July MOD 1

Inmate outside medical services to pay invoices

Background
The Federal Bureau of Prisons (BOP), under the Department of Justice, is issuing a justification for other than full and open competition for comprehensive medical services (CMS) at the Federal Correctional Institute (FCI) in Berlin, New Hampshire.

This action is necessary to ensure the continuation of essential medical services for the inmate population, as only one responsible source is capable of providing these services without interruption.

Work Details
The contract involves the provision of community and institution-based comprehensive medical services by Integrated Medical Services (IMS), which is the incumbent contractor.

IMS will honor previous Medicare benchmark rates through monthly Firm Fixed Unit Pricing purchase orders until a new CMS contract can be competitively awarded. The services required include essential medical, dental, and mental health care for federal inmates, with referrals to community-based providers when necessary.

Specific services include inpatient/outpatient facility and physician services, as well as outpatient institution services from specialists such as dermatologists, ENT specialists, orthopedic surgeons, general surgeons, neurologists, urologists, and optometrists. The need for timely medical care is critical to prevent serious harm to the inmate population and operational disruptions.

Period of Performance
The proposed period of performance for this contract is from July 1, 2025, through July 31, 2025.

Place of Performance
The contract will be performed at the Federal Correctional Institute located in Berlin, New Hampshire.
