Description

The Federal Communications Commission (FCC), through the General Services Administration (GSA), is conducting market research for a prospective contract aimed at providing Microsoft Enterprise Level Services. The primary goal of this contract is to supply MS Software Assurance (SA) and MS software product licenses to the FCC's Office of the Chief Information Officer (OCIO) at their Washington D.C. headquarters. This initiative seeks to ensure that the FCC's IT infrastructure is equipped with the necessary software tools and licenses to support its operations efficiently.

The scope of work for this contract includes providing Microsoft Software Assurance and various Microsoft software product licenses, which are essential for maintaining and enhancing the FCC's IT capabilities. The contractor will be responsible for ensuring that all products comply with Section 508 of the Rehabilitation Act, guaranteeing accessibility standards are met. Furthermore, these products must be supported through Microsoft's Software Assurance Maintenance program, ensuring they remain up-to-date and secure.

In addition to supplying software licenses, the contractor will manage software distribution via a vendor-established portal, coordinating with FCC representatives on distribution schedules based on Microsoft's release timelines. A designated project manager from the contractor will liaise with the FCC to oversee project execution, provide recommendations on product utilization, and conduct program management reviews during each performance period. This role includes advising on adjustments as new technologies emerge and ensuring that all benefits of enterprise-level purchases are communicated effectively.

The place of performance for this contract is primarily at the FCC's headquarters in Washington D.C., with a period of performance spanning three years from September 2026 to September 2029. The contract structure includes a base year followed by two optional years, covering both production and test tenant subscription products. Deliverables under this contract include providing Bills of Lading (BOL) for deliveries as required by government regulations.
