THIS IS A PRE-SOLICITATION SYNOPSIS OF PROPOSED CONTRACT ACTION. THIS IS NOT A SOLICITATION OR INVITATION FOR OFFERORS TO SUBMIT BIDS. THIS NOTICE WILL BE POSTED FOR A MINIMUM OF 15 DAYS PRIOR TO POSTING OF THE SOLICITATION.

The Federal Bureau of Prisons (FBOP) anticipates issuance of solicitation 15BFA024B000000004 for the award of a firm-fixed-price construction contract for a project entitled Replace Complex Roofs, at the Federal Correctional Complex (FCC) Florence, located in Florence, Colorado.

FCC Florence is a federally owned facility located at 5880 State Highway 67 South, Florence, CO 81226. The project consists of the following:

The Federal Correctional Complex (FCC) Florence Colorado has a requirement for a new roofing system to be installed. The existing roofs at the FPC, FCI, ADX are a fully ballasted EPDM roof that is 27 years old and has exceeded its useful life.

The selected contractor is responsible for providing all labor, material, tools, equipment, warranty, and supervision necessary to remove approximately 410,000 sq. ft. of the current roofing system down to, but not including the metal decking and to install a reinforced TPO (Thermoplastic Polyolefin) Fully Secured, TPO membrane must be secured by a nonmechanical method, Roofing System per manufacture specifications. The new roofing system shall include all materials, equipment, and labor needed to complete the roof system such as but not limited to; flashings, insulation, copings, transitions, proper drainage slope, inspection of decking, sealants, glues, primers, substrate materials, penetration seals, fasteners, fiber boards, gypsum boards, termination bars, metals, and vapor protection as specified herein and as indicated on the drawings in accordance with the manufacturer's most current specifications and details. Additional materials shall be installed per manufacture specifications for proper walkways around roof access points, HVAC equipment, security equipment, and roof edges so that the roofing material is protected from punctures, dents, or tears during maintenance and security checks. The order of the installation for each institution and building shall be determined by the FBOP. The institutional order shall be from the lowest security level to the highest i.e., FPC, FCI, and then the ADX. The building order will be determined by FBOP during the pre-construction meeting. The FBOP reserves the right to change the installation order at any time.

Contractor shall remove the existing razor wire as necessary to complete the work on a daily basis. The Contractor shall return all existing razor wire to its permanent location at the end of each working day for security purposes. Contractor shall coordinate all razor wire removal activities with the Contracting Officer Representative (COR) in advance of work.

An assembly letter by the manufacture shall be supplied to the Federal Bureau of Prisons (FBOP) that clearly indicates the new roofing system meets a 20-year, 100 mph wind rating, and two-inch hail protection. Refer to individual specification sections for additional warranty requirements.

The Statement of Work/Specifications attachment included with the solicitation will provide complete requirements for the project. The solicitation will be posted at a later date.

Pursuant to Federal Acquisition Regulation (FAR) 36.204 & Justice Acquisition Regulation (JAR) 2836.204, the estimated magnitude of the project is between $10,000,001 and $25,000,000. (NOTE: This range is identified per JAR 2836.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.)

The North American Industrial Classification System (NAICS) code applicable to this requirement is 238160 (Roofing Contractors) with a corresponding small business size standard of $19 million.

The solicitation will be available approximately December 19, 2023. The solicitation will be distributed solely through the website at https://sam.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. All future information about this solicitation, including any amendments, will also be distributed solely through this website. Interested parties are responsible for continuously monitoring this website to ensure that they have the most recent information about this proposed contract action.

This solicitation is unrestricted. All responsible sources may submit a bid which shall be considered by the agency. This synopsis is intended only for those who would be entering into a Prime contract with the FBOP for the entirety of this project. The FBOP does not award subcontracts. Subcontracts (if applicable/necessary) are the responsibility of the Prime contractor. The FBOP has no privity of the contract with subcontractors.
