Description

This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 15.2: Solicitation and Receipt of Proposals and Information and supplemented with additional information included in this notice. The solicitation number is 273FCC23R0018 and is issued as a request for proposal (RFP). The North American Industrial Classification System (NAICS) code is 541512, Computer Systems and Design Services. The Product Service Code (PSC).

This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2023-04.

The FCC, located in Washington, DC seeks to procure Computer Systems and Design Services in support of the FCC's Auctions Program. The purpose of this requirement is to obtain a complete business solution for the FCC's current and future auction bidding processes and to provide support to the auction program. The Contractor shall provide an auction bidding system and non-personal professional services.

All work is to be performed in accordance with the Statement of Work (SOW), contract award guidelines, and contract terms and conditions. Prospective offerors must be actively registered in the System for Award management, SAM.gov and the Invoicing Processing Platform, IPP.gov before or on the proposal due date. Prospective offerors are responsible for downloading any amendments and other documents from this website without further notice from the FCC.

The contract will consist of a twelve month (12 month) base period and four (4), twelve month (12 month) option periods.

CONTRACT LINE ITEMS

The following firm fixed price (FFP) contract line items will be issued as a part of the contract:

  2. Software, Maintenance, and other Support
  3. Software Delivery Method Hosting
  4. Technical Support
  5. System Implementation and Integration

The following optional hybrid contract line item will be issued as a part of the contract utilizing FFP and/or Labor-Hour (LH) pricing:

QUESTIONS AND PROPOSAL DUE DATES

Questions related to this RFP are due to the FCC no later than Tuesday, August 29, 2023 at 12:00 p.m. Eastern Daylight Time (EDT). The subject of the email shall be RFP #273FCC23R0018 - Questions - Your Company Name. Offerors shall utilize the Offeror Question Template when developing their questions.

Proposals are to be submitted electronically to the FCC no later than Thursday, September 28, 2023 at 12:00 p.m. EDT. The subject of the email shall be RFP #273FCC23R0018 - Proposal - Your Company Name.

Background
The Federal Communications Commission (FCC), located in Washington, DC, is an independent agency established by the Communications Act of 1934 to regulate communications by wire, radio, television, satellite, and cable.

Work Details
The Contractor shall provide an auction bidding system and non-personal professional services. The work includes:
