This announcement constitutes the only solicitation Federal Correctional Complex Allenwood, Allenwood, Pennsylvania is soliciting quotes (RFQ) for the following requirement under solicitation number 15B20121Q000000014:

Line Item 0001 To replace food service floor in accordance with the attached statement of work at FCI Allenwood, State Route 15 2 mi North of Allenwood, Allenwood, PA

The project consists of furnishing all equipment, materials and labor for the complete construction of the work. See the Statement of Work attachment included with the solicitation posting for the complete requirements of the work.

The performance period for the project will be 150 calendar days from issuance of the notice to proceed.

Pursuant to Federal Acquisition Regulation 36.204, the estimated magnitude of the project lies between $25,000 and $100,000. (NOTE: This range is one of 8 available ranges from FAR 36.204 and is not meant to imply that the project has necessarily been estimated/budgeted to the maximum of the selected range. It merely conveys that the estimate/budget lies somewhere within that range.)

The solicitation will be distributed solely through the General Services Administration's (GSA) SAMbeta website at www.sam.gov. Hard copies of the solicitation will not be made available. The website provides download instructions. Any secure/locked documents (if applicable) uploaded with the solicitation will require an active SAM vendor registration for access. The NAICS code for this requirement is 238330 with a corresponding small business size standard of $16.5 million.

IMPORTANT: Any contractor interested in obtaining a contract award with the Federal Bureau of Prisons must be registered in the System for Award Management (SAM) at www.sam.gov. In order to qualify for award, your business size metrics information entered in your SAM registration must be less than or equal to the small business size standard specified above.

Each offeror's SAM registration will be reviewed by the Government to confirm that your business size meets the small business size standard requirement. All offerors are urged to double check their SAM registration and update as necessary, including the size metrics information.

This is a 100% small business set-aside. You must be registered in SAM as a small business for the above NAICS code (reference FAR provision 52.219-1 in the Representations & Certifications section of your SAM registration).

This requirement is a Firmed-Fixed-Price contract. The best value evaluation method will be used. The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government.

Contractors must meet DOJ Residency Requirements and pass applicable background checks for entry. Davis Bacon Wage Determinations will be applicable for Union County, Pennsylvania. Current wage determinations can be found at DOL.gov for Union County, PA.

A site visit will be held on July 13th, 2021 at 1000 AM EST. Interested persons shall submit the attached NCIC and DOJ Residency paperwork to Mrs. Heather Shultz prior to 1200 PM EST on July 2nd, 2021 at hshultz@bop.gov. All questions from the site showing or otherwise are due in writing by July 15th, 2021 at 1200 PM EST. Contact Information is Nick Guzenski at nguzenski@bop.gov. This will be the only site showing. The site visit is not mandatory, however quoters are encouraged to attend.

Offers shall be submitted electronically to nguzenski@bop.gov by 500 PM EST on July 23rd, 2021. Attachment size cannot exceed 14 MB. It is the Offerors responsibility to confirm receipt of their quote.

Complete blocks 14 thru 20c (remember to include the signer's title in block 20a). Ensure the address typed in block 14 matches the address in your SAM registration.

Blocks 21 thru 31c are to be completed only by the Government!

Include duns#, tax id#, CAGE code, and email address where indicated in block 10.

Complete the unit price (JB = job) and Amount blocks (these amounts will be the same).

NOTE: the amounts listed in this section should be the same as the amount listed in block 17 of the Standard Form-1442.

NOTE: Pursuant to section (b)(1) of this provision, provision 52.204-7 is included in this solicitation. Therefore, offeros should not mark either of the two options under section (b)(2) since paragraph (d) AUTOMATICALLY applies. Leave these options unmarked.

D. Amendments, if any, must be acknowledged and submitted with the offer by one of the methods described in item eleven of the Standard Form-30 (amendment of solicitation/modification of contract).

Amendment 0001 is issued to incorporate new Davis Bacon Wage Rates. Amendments must be acknowledged in accordance with the solicitation. Pre-award meeting minutes and RFI answers have been posted as well.
