This is an eBuy Request for Information for a tentative requirement to perform the STOR 193 Recompete which entails organizing and delivering the Federal Bureau of Investigation (FBI)'s business intelligence metadata to customers, to inform strategic and tactical business decisions efficiently, effectively and in a timely and accurate manner. The main objectives of this requirement are as follows: - Ensuring existing environments and capabilities are maintained and enhanced to increase system functionality, improve performance, and incorporate new data sources. - Ensuring that analytical capabilities support and advance the quality of FBI management decisions. - Ensure that the overall systems are properly operated and maintained (i.e., O&M). - Ensuring that stakeholders and user issues are resolved (I.e., help desk, bugs) in a timely and accurate manner. - Providing surge services to develop and maintain additional RPO-managed IT systems. - Providing surge consulting services and/or surge capacity for RPO on an as-needed basis (This objective is not required initially and would be funded via modifications or engineering change proposals. As part of its market research, General Services Agency (GSA) is issuing this RFI to determine if there exists an adequate number of qualified interested GSA Schedule contractors capable of performing the service requirements for the FBI STOR 193 Recompete as further described in the Draft PWS. The Government may use the responses to this RFI for information and planning purposes. The Draft PWS describes only the currently contemplated possible scope of services and may vary from the work scope in a final PWS. The anticipated period of performance will be base of twelve (12) months plus two exercisable twelve-month (12) with two (2) exercisable incentive twelve (12) month option periods. The contractor may be required to work at the Washington D.C. metropolitan area, primarily FBI Headquarters currently the J. Edgar Hoover Building. This RFI is only for the purpose of identifying potential sources as part of GSA's market research. No RFQ exists; therefore, do not request a copy of the RFQ. GSA is not required to use eBuy for any resulting RFQ. Responses to this RFI are not quotes on which GSA can issue any Schedule orders. This RFI is issued for information and planning purposes only and does not itself constitute a Request for Quotations (RFQ). The Government does not intend to award a Schedule order(s) or BPAs based only on responses to this RFI. All information received in response to this RFI marked "Proprietary" will be protected and handled accordingly. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with responding to this RFI. GSA will not pay for information received in response to this RFI. There is no commitment by the Government to issue an RFQ, make an award or awards, or to be responsible for any monies expended by industry responses to this RFI. Please provide a Capability Statement that does not exceed 5 pages. Please provide within the Capability Statement relevant information on your company, and brief descriptions of recent and relevant projects for tasks similar to those in the Draft PWS. If there are any issues or actions that your company feels to be addressed within the PWS, please provide those comments as highlighted comments on the attached PWS and submit it in Word format. The Contractor is encouraged to propose a labor hour rate for all surge positions as further defined in the attached Draft Performance Work Statement (PWS). Submitting pricing information is encouraged, but not mandatory. All pricing information will be handled and safeguarded on a source selection level. Pricing information is not binding in any way and is solely to help the Government formulate an independent government estimate for budgeting purposes.
