Description

A. Project Title: Federal Bureau of Investigation (FBI) Redstone Job Order Contract (JOC).

B. This acquisition is a competitive 8(a) set-aside in accordance with FAR 19.8.

C. The Total Contract minimum guarantee is $50,000.

D. The total amount of this contract is not-to-exceed a monetary amount of $11.5M or a total term of 5 years (as extended through the exercise of options), whichever is reached first.

E. Please reference Section L, (Instructions, Conditions and Notices to Offerors) for proper preparation of the offer and to Section M, (Evaluation Factors for Award).

F. Proposals are due electronically to the FBI by Friday May 16, 2025, 4:00pm CST. Hand carried proposals are not permitted at this facility. Early submissions are encouraged. The Government will begin validating proposals as they are received. Submit Proposals to: Ms. Alexa Moates: acmoates@fbi.gov Mr. Andre Wilson: alwilson6@fbi.gov.

The Seed Project site visit will be held on Thursday April 17, 2025 at 09:00am CST at FBI Redstone located at 4942 Fowler Road, Huntsville, AL 35898. Please view the attached SOW Window Washing to familiarize yourself with the project prior to the site visit. Please ensure you allow time in your travel to obtain a visitor day pass from the Redstone Arsenal Visitor Center and the FBI Redstone Visitor Center.

Background
The Federal Bureau of Investigation (FBI) is issuing a Job Order Contract (JOC) for construction, alteration, and repair services at various FBI facilities located on Redstone Arsenal, Alabama. This acquisition is a competitive local 8(a) set-aside limited to 8(a) businesses within a 50-mile radius of the FBI Redstone facility at 4942 Fowler Road, Huntsville, AL. The contract aims to support the FBI's mission by providing necessary construction services efficiently and effectively.

Work Details
The contractor will be responsible for providing project management, planning, estimating, labor, transportation, materials, equipment, tools, supervision, and minimal drawings necessary to fulfill the construction requirements of each Task Order (TO). The work will include tasks outlined in a Construction Task Catalog® (CTC®) containing Prepriced tasks with preset unit prices based on local costs. Bidders must provide adjustment factors for standard and nonstandard working hours. The contract includes a Base Period of one year with up to four Option Periods. The contractor will attend Joint Scope Meetings to discuss proposed work and prepare TO proposals that include price proposals, construction schedules, and lists of subcontractors.

Period of Performance
The total term of the contract is not-to-exceed five years or $11.5 million in value. The contractor must begin performance within seven calendar days after receiving the notice to proceed.

The geographic location for performance is primarily at the FBI Redstone facility located at 4942 Fowler Road, Huntsville, AL.
