Description

The new Foreign Affairs Security Training Center (FASTC) established at Fort Barfoot near Blackstone, Virginia will provide hard-skills security training to State Department personnel and interagency partners deploying overseas under Chief of Mission authority. Due to the physical risks involved in these training exercises, the Foreign Affairs Training Center, Operational Medicine Unit (DS/T/FASTC/FTO/OMU) requires ancillary emergency services professional Contractor support for emergency response services.

The Foreign Affairs Security Training Center (FASTC), Operational Medicine Unit (DS/T/FASTC/FTO/OMU) has a need for certified, experienced Contractor support to enhance emergency response services. The Contractor shall provide:

1. On an as needed basis, on-site Paramedics equipped with first response medical equipment and supplies. Expected services will require being stationed at a variety of training venues during training operations to provide Advanced Life Support (ALS) level first response care in the event of an emergency. Medical personnel must be trained and certified at the paramedic level in the Commonwealth of Virginia.

2. On-site ALS ambulances, equipment, and appropriately certified personnel. The Contractor shall maintain Commonwealth of Virginia certification as an ALS ambulance service. Certification requirements must meet Commonwealth of Virginia standards and be consistent with the requirements delineated in this document. Finally, the Contractor shall sufficiently garage, maintain and calibrate all vehicles and equipment in accordance with manufacturers' recommendations and licensing agency standards.

3. On-site fire suppression equipment suitable for extinguishing fires associated with vehicular or explosive accidents (minimum 300-gallon tank per fire suppression vehicle) and personnel trained in its operations and maintenance. Fire suppression must have the capability to preform vehicle stabilization and extrication of large sport utility vehicles. The Contractor shall respond on-site within six (6) minutes of being notified of any incident occurring at the assigned government facility. The Contractor must sufficiently garage, maintain, and calibrate all vehicles and equipment in accordance with manufacturer's recommendations.

Background

Work Details
The Contractor shall provide certified, experienced support for emergency response services, including:

1) On-site Paramedics equipped with first response medical equipment and supplies for Advanced Life Support (ALS) care during training operations. Personnel must be trained and certified at the paramedic level in Virginia.

2) On-site ALS ambulances and certified personnel, maintaining Virginia certification as an ALS ambulance service. The Contractor must garage, maintain, and calibrate all vehicles and equipment per manufacturer recommendations.

3) On-site fire suppression equipment with a minimum 300-gallon tank per vehicle and trained personnel capable of vehicle stabilization and extrication. The Contractor must respond within six minutes of notification of any incident at the facility. All staff must comply with safety standards mandated by OSHA and maintain proper hygiene and appearance while on duty.

Period of Performance
The contract period is one year from August 5, 2024, through August 4, 2025, with four optional twelve-month periods.

Place of Performance
The primary location for performance will be on-site at the Foreign Affairs Security Training Center, located at 700 Kemper Avenue, Blackstone, VA 23824.
