Background
The Federal Aviation Administration (FAA) is conducting a Request for Information (RFI) to support the planned modernization of the FAA Acquisition System Toolset (FAST) website (https://fast.faa.gov), its content management system, and change request processes.
FAST serves as the official repository of the FAA Acquisition Management System (AMS) and associated acquisition tools and resources.
The AMS establishes policy and guidance for all aspects of lifecycle acquisition management to increase quality, reduce time and cost variances, manage risk, and deliver safe and secure services to the aviation community.
This RFI seeks industry input to inform the acquisition strategy and draft Statement of Work for the FAST Modernization initiative.

Work Details
The FAA seeks to replace the current predominantly manual FAST content management and change request process with a secure, cloud-hosted application capable of: providing customizable process management; maintaining records revision traceability; supporting centralized reviews and approvals; automating user notifications and approval workflows; enabling push-button publishing of updated content to the FAST website; and integrating with FAA Cloud environments (AWS and Azure).
The solution must implement a more robust content management repository for FAST materials, streamline or automate the change-approval workflow, and deliver instant publishing capabilities.
All proposed solutions must be built with or integrate one of the FAA-approved Low-Code Application Platforms (Appian, Pega, Salesforce, or ServiceNow).

Bidder Requirements
Vendors must be certified integrators of one of the FAA-approved Low-Code Application Platforms (Appian, Pega, Salesforce, or ServiceNow).
All solutions must be hostable in a FedRAMP Moderate Government Cloud offered by the vendor; any additional services or components that cannot be hosted in the vendor cloud must be deployed in the FAA Cloud environment (AWS or Azure) and integrate appropriately.
RFI responses must be submitted via email by 12:00 P.M. Eastern Time on September 8, 2023, limited to 12 pages, on company letterhead, and include point-of-contact information (name, telephone number, e-mail address, mailing address), the company’s CAGE code, business size designation, and a technical point-of-contact with e-mail and telephone number.
Proprietary information must be properly marked.

In accordance with Federal Aviation Administration (FAA) Acquisition Management System (AMS) Policy 3.2.1.2.1, Market Analysis - this announcement is to conduct a Request for Information (RFI) for the purpose of soliciting statements of interest and capabilities from interested vendors. The responses to this RFI will be used for information purposes only and will not be released, except as required under the Freedom of Information Act (FOIA); proprietary information will be protected if appropriately marked. This announcement is not intended to guarantee procurement and will not be construed as a commitment by the Government to enter into a contract. If the FAA decides to conduct an open competition, it may limit the competition to only those vendors who respond to this RFI. This is not a Screening Information Request (SIR) nor Request for Proposal (RFP). The FAA is neither seeking nor accepting unsolicited proposals.

THIS IS FOR INFORMATION AND PLANNING PURPOSES ONLY, and is not to be construed as a commitment by the FAA, implied or otherwise, to issue a SIR or award a contract nor does the FAA intend to pay for any information submitted as a result of this RFI. The FAA does not reimburse expenses incurred for responses to this RFI. Therefore, any cost associated with the RFI submission is solely at the interested vendor's expense. Companies are encouraged to respond if they have the capability and/or capacity to provide the services as outlined above and within the draft Statement of Work (SOW). No SIR exists currently. If a SIR is issued, it will be announced on the System of Award Management (SAM) website at, www.sam.gov. It is the Offeror's responsibility to monitor this site for the release of the solicitation.
