FAR Part 8 Limited Source Justification

Background
The Army Contracting Command — Aberdeen Proving Ground (ACC-APG) is requesting a bridge modification to extend the period of performance for the Army General Fund Audit Infrastructure Order (W91CRB18F0238) with Ernst & Young (EY). This extension is necessary to ensure continuity of audit infrastructure services that support the Army’s annual General Fund Financial Statements audit. The goal is to comply with legislative mandates for improved financial reporting and audit outcomes by December 31, 2028.

Work Details
The Task Order provides non-personal services necessary for audit infrastructure, including:
- Supporting the Army’s annual General Fund Financial Statements audit for Treasury Index (TI) 21 and Army (TI-97).
- Developing and implementing solutions to control gaps in business processes.
- Monitoring and validating corrective actions.
- Providing education and training on audit requirements to the Army financial management workforce.
- Supplying all personnel, equipment, supplies, facilities, transportation, tools, materials, and other items required for effective audit facilitation.
- Interacting with external financial statement auditors and improving financial reporting processes.
- Preparing executive-level briefings for Army installation personnel and Department of Defense personnel regarding work performed.

Period of Performance
The proposed modification extends from July 1, 2025, to February 15, 2026. It includes a two-month initial extension period followed by a three-month option period and an additional two-and-a-half-month option period.

Place of Performance
The contract will be performed at various locations as required by the tasks outlined in the Task Order.
