Decision Memorandum for Single Award v Multiple Award IDIQ for CNH Services

Decision Memorandum

In accordance with Federal Acquisition Regulation (FAR) 16.504(c)(1)(ii)(C) this memorandum documents the decision to use Single Award and not Multiple Awards for community nursing home services.

For the health and well-being of the veteran, the Veteran and their family have a choice in nursing home placements. Providing Fair Opportunity amongst multiple awardees is not feasible because Veteran preference is the determining factor in patient placements and only the selected nursing home may be considered for each order. As a result, the expected cost of administration of multiple contracts outweighs the expected benefits of making multiple awards.

Based on the foregoing information, it is in the Government's best interest to award a Single Award Indefinite Delivery Contract.
