The objective of this Sources Sought Questionnaire is to better understand the availability and capabilities of Original Equipment Manufacturers (OEMs) or other sources for vehicle systems meeting the FUSE requirements. The Army plans on procuring an estimated six FUSE systems over a projected two-year time frame on a Firm Fixed Price (FFP) basis. The quantities identified and length of contract are not binding and are subject to change. The information gathered by the Army through this questionnaire, along with other market investigation data, is solely intended for use by the U.S. Army and will not be shared amongst competing companies. For instructions and more information regarding proprietary information, please refer to Section IV of this document. Participation in this Sources Sought Questionnaire by the various contractors is considered low risk to the commercial companies, as responses will be treated per Section IV as Proprietary.

Background
The U.S. Army is seeking information through this Sources Sought Questionnaire to assess the availability and capabilities of Original Equipment Manufacturers (OEMs) or other sources for vehicle systems that meet the requirements for the Family of Utility Support Equipment (FUSE).

The Army plans to procure an estimated six FUSE systems over a projected two-year period on a Firm Fixed Price (FFP) basis. This initiative aims to determine the suitability of commercially available equipment that may require minor modifications to fulfill the Army's operational needs.

Work Details
The FUSE consists of four distinct systems, each with specific capabilities:

1. **FUSE Type I - Aerial Lift (Bucket) Truck:**
- Over-center boom with continuous rotation.
- Work height of 40 ft. at a reach of 40 ft., and 50 ft. at a reach of 10 ft.
- Insulating value of 46kV.
- Hydraulically operated extending Jib with a minimum lift capacity of 1,500 lbs.
- Two-man bucket with a capacity of 700 lbs., equipped with a non-slip liner for protection against at least 50kV.
- Onboard capstan capable of pulling 3,000 lbs.
- Tactical vehicle engine compatible with JP-8 fuel.

2. **FUSE Type II - Auger/Derrick Truck:**
- Sheave height no less than 44 ft., with a weight capacity of at least 30,000 lbs.
- Minimum lift capacity of 12,000 lbs. at a 10 ft. radius.
- Digging capability from centerline radius between 20 ft. and 24 ft.
- Continuous rotation and boom insulation value of no less than 46kV.
- Equipped with turntable mount winch lifting up to 11,000 lbs.

3. **FUSE Type III - Combination Pole/Reel Trailer:**
- Adjustable deck for poles ranging from 40 ft. to 65 ft., capable of handling payloads up to 12,000 lbs.
- Designed for carrying either poles or cable reels, accommodating two 50 in. reels or four 36 in. reels.

4. **FUSE Type IV - Cable Handling Trailer:**
- Accommodates reels up to 78 in. diameter and can carry up to 14,000 lbs.
- Hydraulic system for reel rotation and loading/unloading capabilities.
- Equipped with overhead conductor pulling controls and a capstan capable of pulling up to 3,000 lbs.

The geographic location(s) the product will be delivered to or performed at.

Place of Performance
The products will be delivered within the continental United States (CONUS) and are designed for unrestricted transport on NATO highways without special permits.

Bidder Requirements
Bidders must demonstrate their capability to provide the complete FUSE system solution independently or through established teaming arrangements. They should also have experience providing military equipment to the U.S. Government and comply with any necessary safety standards such as ASME or AWS codes for welding procedures.
