PRESOLICITATION NOTICE - 16 AUG 2017
The U.S. Army Contracting Command - Aberdeen Proving Ground, Natick Contracting Division (ACC-APG-NCD), has a requirement on behalf of Product Manager - Unmanned Aircraft Systems (UAS) Project Office. This requirement is for systems and parts to support the Family of Small Unmanned Aircraft Systems (FoSUAS). The Government intends to solicit multiple Indefinite Delivery/Indefinite Quantity (IDIQ) - firm fixed price type contracts. The basis of award is anticipated to be best value trade-off.

The solicitation for this requirement is expected for release in August 2017. This notice does not constitute a commitment on the part of the Government, and does not guarantee that an actual solicitation or a contract will be issued.

The NAICS code for this requirement is 336411. This acquisition will be conducted as a Partial Small Business set-aside solicitation, with an anticipated Request for Proposal (RFP) release date to Fed Biz Opps (FBO) on 18 August 2017. No additional information regarding this requirement will be available prior to the release of the RFP. The online version of the RFP shall include all documents of the solicitation package. No hard copy of the RFP will be issued. Amendments, if any, will be posted at the same location as the RFP. The complete solicitation package, including amendments, should be received and reviewed prior to submitting a response. It is the responsibility of those responding to the solicitation to obtain all amendments and/or other applicable documents associated with the RFP. This amended Notice is to provide Government's response to industry feedback in regards to DRAFT Request for Proposals for Family of Small Unmanned Aircraft Systems (FoSUAS) W911QY17R0017, as posted on March 31, 2017.
Attachment with answers to questions and comments is added.

This is a pre-solicitation notice only- DRAFT RFP, as defined in FAR 15.201. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. All interested parties are encouraged to respond to provide questions and comments. Responses to this DRAFT RFP shall not be construed as offers and cannot be accepted by the government to form a binding contract. The U.S. government will not pay for any information or administrative cost incurred in response to this notice. All costs associated with responding to this notice will be solely at the expense of the interested party. Not responding to this notice will not preclude participation in any future RFP when issued.

The current fleet of RavenTM (RQ-11B) and PumaTM (RQ-20A) AECV (All Environment Capable Variant) Unmanned Aircraft (UA) is managed by the TUAS PdO, Redstone Arsenal, Alabama. The RQ-11B and RQ-20A are Reconnaissance, Surveillance, Targeting, Acquisition, (RSTA) tools. The systems transmit live airborne video images, compass headings and location information to a Ground Control Station (GCS) and to a Laptop Computer. This capability enables operators to navigate, search for targets, recognize terrain, and record all information for analysis. A system generally consists of the following basic components: Unmanned Aircraft (UAs); Ground Control Station (GCS); Electro-Optic/Infrared (EO/IR) Payloads; RSTA Computer Kit and Field Repair Kit. An Initial Spares Package (ISP) is included for operation and support of the basic system components. Current systems fielded are the RQ-11B and the RQ-20A; other systems may be added in the future.

The Natick Contracting Division-Orlando Branch, on behalf of the Tactical Unmanned Aircraft Systems (TUAS) PdO, is seeking qualified business candidates that can provide systems and parts to support the full spectrum of Family of Small Unmanned Aircraft Systems (FoSUAS) for current and future Warfighter needs.
Potential vendors should have the capability to immediately provide FoSUAS systems such as RQ-11B, RQ-20A, and the parts and components contained in Attachments. Should the vendor choose to propose a different SUAS system or component that meets the Salient Characteristics defined in the attached documents, the vendor will be additionally required to provide the repair and spare parts to support such a platform.

The NAICS Code for this effort is 336411 - Aircraft Manufacturing with a Small Business Administration size standard of 1500 employees.

The government is considering a commercial Multi-Award, Firm Fixed-Price (FFP), Indefinite Quantity-Indefinite Delivery (ID/IQ) contract. Multiple contracts are expected to be awarded in each of the domains listed. It is anticipated that domains as outlined will be utilized. A majority of the domains are expected to be set aside for Small Business. A final decision as to the type of competition and domain structure will result from analysis of the industry responses.
