Description

AFLCMC/EBIW is looking for contractors with the ability to Design, prototype, and demonstrate an end-to-end prototype test capability from ground station through radios, aircraft, and stores management system to enable On the Wing weapon reprogramming capability, remote In Flight Target Update (IFTU) weapon retargeting capability, remote launch capability (via OMS SMS), and On Pallet Reprogramming and Retargeting (via Dragon Cart BMS).

Respondents must describe experience (including contract numbers) with the following:
Demonstrated experience with OMS designs targeted for use with DoD aircraft.
Demonstrated experience with OMS SMS design and integration with DoD aircraft.
Demonstrated experience with UCI message communications between ground stations and multiple ground and air assets.
Demonstrated experience with aircraft to weapon UAI interfaces.
Demonstrated experience with the Rapid Dragon delivery system and the Battle Management System (BMS).
Demonstrated experience with UCI message communications to aircraft and weapons.
Demonstrated experience with C3BM communications standards and interfaces.

Respondents must describe their ability to accomplish the following:
Provide assistance with UCI communications between ground test stations, test aircraft, and test weapons.
Provide assistance to on the wing software reprogramming of weapons through a TBD launcher.
Provide assistance with Universal on the Wing Software Reprogramming of weapons through the Dragon Cart BMS system.
Provide assistance with weapon-to-weapon communications in support of dual weapon tactics.
Provide assistance with C3BM communications in support of weapon tactics and employment.
Provide assistance with use of the OMS/UAI/CFWI SMS skill set.
Integrate the UAI/CFWI aircraft/weapons ICD with an OMS based SMS.
Obtain source code from the existing prototype OMS/UAI SMS project (currently at the UAI v3 level).
Possess or have a clear path to have access to OMS based SMS hardware to assist with remote launch prototype and test efforts.
Possess or have a clear path to have access to UAI based weapon simulation hardware.
Continue progress on OMS/UAI SMS skill set to achieve an OMS/UAI/CFWI SMS skill with UAI v6.
Integrate and test the OMS/UAI/CFWI SMS hardware with UAI based SMS hardware to allow for agile development and test of a Universal SMS capability for 5th Gen and 6th Gen aircraft.
Work with a collaborative working Government/Industry partner group to solicit feedback, suggestions, and corrections on the Universal SMS capability.
Work with a collaborative working Government/Industry partner group to solicit feedback, suggestions, and corrections on the Universal on the Wing Software Reprogramming capability.
Provide routine updates to the USAF.
Deliver OMS/UAI SMS source code with unlimited rights to the USAF.

Background
The Air Force Life Cycle Management Center (AFLCMC) is seeking contractors to design, prototype, and demonstrate an end-to-end prototype test capability. This initiative aims to enable 'On the Wing' weapon reprogramming capabilities, remote In Flight Target Update (IFTU) weapon retargeting capabilities, and remote launch capabilities via the OMS SMS system.

Additionally, it includes 'On Pallet Reprogramming and Retargeting' through the Dragon Cart Battle Management System (BMS). The goal is to enhance operational effectiveness for DoD aircraft.

Work Details
Contractors must demonstrate experience in the following areas:
- OMS designs targeted for use with DoD aircraft.
- OMS SMS design and integration with DoD aircraft.
- UCI message communications between ground stations and multiple ground and air assets.
- Aircraft to weapon UAI interfaces.
- Rapid Dragon delivery system and Battle Management System (BMS).
