This is a sources sought notice to gain knowledge of potential qualified sources. The Government is not soliciting offers at this time, and it will be the Contracting Officer who will determine which suggested changes are accepted. A solicitation is not currently available. This sources sought announcement is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or to award a contract. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests.

Responses to this request will be considered for the purpose of determining how the requirements will be stated and how the procurement will be conducted. Respondents should clearly describe their capabilities to include management experience, equipment and personnel or the ability to obtain them. Furthermore, interested sources must also meet all requirements of Federal, State, and Local Municipal codes regarding operations of this type service.

The intended procurement will be classified under North American Industrial Classification (NAICS) code 621498 with a size standard of $20.5M. Offerors shall be capable of providing at a minimum, fifty-one percent (51%) of the required/actual services of this solicitation. All respondents are requested to identify their firm's size and type of business. Interested firms responding to this market survey must provide a capability statement demonstrating their experience, skills and capability to fulfill the Government's requirements for the above. Submissions shall be in sufficient enough detail, but not to exceed a total of 10 pages, so that the Government can determine the experience and capability of your firm to provide the requirements above. Your capability statement, not to exceed 3 pages, should include references.

POTENTIAL SOURCES SHALL PROVIDE THE FOLLOWING INFORMATION IN THEIR RESPONSE:

A brief capability statement demonstrating past performance with relevant contract services in Prime Contractor role. Capability Statement shall not exceed more than 3 pages.

This is a Sources Sought Notice. Accordingly the Governments' intent is to conduct market research and provide notice to industry of its intent to solicit for certain services. Any information submitted by and obtained from industry as a result of this notice may be used in the development of the final Performance Work Statement and included in the actual solicitation. The Government has therefore included a draft copy of the PWS and is actively seeking feedback from industry.

Performance Period: The Period of Performance for this service is a base period of 6 months with 4 one year options, followed by a fifth, 6-month option period.

Set-Asides - At this time the government is requesting information in order to provide a final determination related to set aside. Upon review of the market research and coordination of appropriate parties a determination will be made. If the requirement is set-aside, proposals must clearly demonstrate the prime contractor will perform at least 51% of all work.
