Description

The U.S. Army, 409th Contracting Support Brigade, Theater Contracting Center, Unit 23163, APO, AE 09227-3163 intends to award an outside the Continental United States (OCONUS) non-personal services contract for Family Advocacy Program (FAP) Victim Advocacy Program (VAP) and Emergency Placement Care (EPC) Support Services. This will be a follow-on acquisition to contract W564KV-20-C-0004 with a period of performance from 19 April 2025 to 18 October 2030 with 4 anticipated 12-month option periods and a 6-month extension. A 60-day phase-in is planned from 19 February 2025 to 18 April 2025.

A firm fixed price (FFP); single award commercial contract is intended to fulfill this requirement. Complete details will be given in the Request for Proposal (RFP) W564KV-24-R-A002 to be released in the System for Award Management (SAM) website, https://www.SAM.gov, on or about 14 October 2024. This acquisition is being procured on a full and open competition basis with no set aside using Federal Acquisition Regulation (FAR) Part 12 and Part 13 procedures. The North American Industry Classification System (NAICS) code for this procurement is 624190, other individual and family services. The anticipated response date is 30 days after the release of the RFP.

Background
The U.S. Army, specifically the 409th Contracting Support Brigade, Theater Contracting Center, intends to award a non-personal services contract for the Family Advocacy Program (FAP) Victim Advocacy Program (VAP) and Emergency Placement Care (EPC) Support Services.

This contract serves as a follow-on acquisition to contract W564KV-20-C-0004. The goal of this contract is to provide essential support services for victims within the Family Advocacy Program.

Work Details
The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items necessary to perform Victim Advocacy (VA) services and EPC coordination.

The contractor will not be under the supervision or control of the government while performing these services. Specific tasks include coordination of victim advocacy services and emergency placement care support.

Period of Performance
The period of performance is from 19 April 2025 to 18 October 2030, with four anticipated 12-month option periods and a potential 6-month extension. A 60-day phase-in period is planned from 19 February 2025 to 18 April 2025.

Place of Performance
The contract will be performed outside the Continental United States (OCONUS).
