Contractor shall provide non-personal services training in family violence
prevention and identification, and assist in teaching FAP required classes to include
compiling data, coordinating marketing of FAP educational resources and community
events, scheduling FAP training for the military components and family members and
general community authorized support services, as well as maintaining FAP records.

Background
This contract is a non-personal services agreement under Army Community Services, United States Army Garrison Italy (USAG Italy) to support the Family Advocacy Program (FAP).
The contractor will provide prevention education coordination, including general briefings on FAP in-processing and out-processing, unit trainings upon request, non-clinical services, and training in family violence prevention and child awareness/prevention in accordance with Army Regulations.

Work Details
The contractor shall provide the following services:
- training in family violence prevention and identification
- assistance in teaching FAP required classes per AR 608-18 and AR 25-50
- compilation of data and maintenance of a USAG-Italy unit database documenting annual FAP trainings
- coordination of marketing of FAP educational resources and community events

- scheduling of FAP training for military personnel, DOD civilians and their family members
- maintenance of FAP records
- provision of professional trainings, briefings and classes on child abuse, teen dating violence, child sexual abuse, stress and anger management, positive parenting, positive couple’s communication, relationship safety and FAP overviews

- delivery of trainings to Child and Youth Services and Vicenza schools twice yearly
- assistance with annual troop briefings/training to all units
- maintenance of a training log and submission of monthly Army Family Web Portal entries and memoranda
- conducting individual walk-in client classes within 24 working hours and reporting monthly
- participation in and support of FAP community outreach activities and special events, manning informational tables and providing program input
- performance of administrative duties including committee minutes, program evaluations, community appointment orders and other tasks assigned by the Family Advocacy Program Manager

Base Year: 29 March 2023 through 28 March 2024
Option Year 1: 29 March 2024 through 28 March 2025
Option Year 2: 29 March 2025 through 28 March 2026
Option Year 3: 29 March 2026 through 28 March 2027
Option Year 4: 29 March 2027 through 28 March 2028

Place of Performance
Services will be performed in the USAG Italy Military Community in Vicenza, Italy, including Caserma Ederle and Camp Darby.

Bidder Requirements
Offerors must meet the following requirements:
- possess a Bachelor’s degree from an accredited university in social or behavioral health sciences, education, community or public health and provide college transcripts
- have a minimum of two years of documented and verifiable work experience in family and children’s services or community organizations, including at least one year in family violence (volunteer hours within the past five years may count)
- obtain background checks for all personnel as required by USAG Italy

Italian prime contractors must submit:
- a Historical Chamber of Commerce Certificate of Membership with a business purpose including the FAP Prevention Education Coordinator role
- a current and valid DURC certificate
- a completed Self-Certification for Antimafia

Pools of Firms (Consorzio/ATI) must submit:
- notarized establishment documents
- the names and addresses of associated firms
- disclosures of any legal or administrative proceedings in the past three years
