Falcon 5 F-15QA Bed Down Project, State of Qatar

The U.S. Army Corps of Engineers, Transatlantic Middle East District (TAM) has been designated as the sole construction contract acquisition and construction administrative agency for a Foreign Military Sales (FMS) requirement implemented through the United States Air Force Security Assistance & Cooperation (AFSAC) Directorate for the State of Qatar. Qatar is an important force for political stability and economic progress in the Persian Gulf region. Our mutual defense interests anchor our relationship, and the Qatar Emiri Air Force (QEAF) plays a predominant role in Qatar's defense. The FMS purchase of forty eight (48) F-15QA aircraft improves the State of Qatar's capability to meet current and future enemy air-to-air and air-to-ground threats. This project will construct the needed maintenance support facilities, airfield taxiways and apron areas, operations facilities, munitions support areas, and aircraft alert hanger to support the F- 15QA mission. Qatar will use the capability as a deterrent to regional threats and to strengthen its homeland defense. Pursuant to FAR 6.302-4(a)(2), TAM is aided in this effort by having a limited competition list of contractors provided by the Customer. The procurement of the Falcon 5/F-15QA project used a firm-fixed-price, design-bid-build (D-B-B) contract awarded using the lowest price technically acceptable (LPTA) process.
