Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.

Due to the overseas location of this requirement, no set-aside will be used in accordance with RFO 19.000(b)(1)(ii). The North American Industry Classification System (NAICS) code associated with this requirement is 336413. The Product Service Code (PSC) is 1710.

RFO 52.212-2 Provision, Evaluation Commercial Products and Commercial Services applies to this acquisition. The Government anticipates to award a contract to the responsible offeror, whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Once solicited, all responsible sources within the local trade area (Germany) may submit a quotation, which will be considered by the agency.

Background
The Fairlead Beam Upgrade contract is issued by the 700th Contracting Squadron at Kapaun Air Station, Kaiserslautern, Germany. The mission of the 86th Airlift Wing (USAFE) is to provide airlift capabilities and support for U.S. and allied forces.

This contract aims to upgrade ten Fairlead Beams in accordance with Product Improvement Working Group Action Item 06-03 and Unified Facility Criteria (UFC) 3-260-01, which addresses airfield and heliport planning and design wheel load requirements.

Work Details
The contractor is required to upgrade ten (10) Fairlead Beams by fabricating and welding reinforcements as per Technical Order (T.O.) 35E8-2-5-3. Specific tasks include:
- Fabrication and welding of reinforcements following Figures 5-21 through Figure 5-25 for detail drawings, welding material, and hardware requirements.
- Pickup of all ten Fairlead Beams at Ramstein Air Base, Germany (exact location provided upon award).
- Preparation of one unit for quality assurance inspection at Ramstein Air Base; if corrections are needed, the contractor must transport the beam back to their facility for adjustments at no additional cost.
- Upgrading the remaining units to match the inspected sample unit without incurring additional costs beyond the agreed contract amount.
- Delivery of all finished fairlead beams to Ramstein Air Base, with final delivery required by 30 November 2026.
- The contractor is not required to sand-blast or paint the beams but must complete all necessary welding work.
- The contractor must provide transportation for the beams from their facility (TBD) to Ramstein Air Base.

Period of Performance
Final delivery of all ten upgraded fairlead beams is required not later than 30 November 2026.
