The contractor shall perform recycling services on Fairchild AFB. Please see attached combined sysopisis No. FA462024RA102 with Attachments for more details.

Amendment 1. The purpose of this Amendment is to:

Provide an updated PWS which provides report templates via appendix F. See attached SF 30 for more details.

Amendment 2. The purpose of this Amendment is to:

Remove and replace the solicitation attachment 3 Attch 3 Past performance Questionnaire (PPQ) with a corrected PPQ form titled 24RA102 Attch 3 Past Performance Questionnaire (PPQ) Rev1 10APR24. The original PPQ incorrectly references boiler maintenance services. Please assure the correct PPQ document titled 24RA102 Attch 3 Past Performance Questionnaire (PPQ) Rev1 10APR24' is used for all past performance questionnaires. See attached SF 30 for more details.

Amendment 3. The purpose of this Amendment is to:

  1. Extend the due date for receipt of proposals from 10:00 AM PDT on 02 May 2024 to 10:00 AM PDT on 09 May 2024 this extension is to allow for response to contractor proposed questions. A forthcoming amendment will be published to provide answers to all questions.
  2. The due date for receipt of all PPQ's is also subsequently extended from 10:00 AM PDT on 02 May 2024 to 10:00 AM PDT on 09 May 2024. The due date of 02 May 2024 found on the PPQ document can be disregarded and all PPQ's will be accepted up to the newly established due date for receipt. Please see attached SF 30 for more details.

Amendment 4: The purpose of this Amendment is to:

  1. Extend the due date for receipt of proposals from 10:00 AM PDT on 09 May 02024 to 10:00 AM PDT on 16 May 2024. This extension is to allow contractors time to read the proposed questions and answers and adjust their quote accordingly.
  2. Extend the due date receipt for all PPQ's is also subsequently extended from 09 May 02024 to 10:00 AM PDT on 16 May 2024. The due days of 02 May 2024, found on the PPQ document, and 09 May 2024, found on Amendment 003, can be disregarded and all PPQ's will be accepted up to the newly established due date for receipt.
  3. Answer the proposed questions about the solicitation. The questions and answers may be found on the attachment titled "24RA102 Amend 4 Contractor Q&A"
  4. Update the Performance Work Statement (PWS) Appendix C to include more recent historical material data.

Background
The solicitation is for recycling services at Fairchild AFB in Washington. The services are to be performed in accordance with federal, state, and local laws, commercial standards, and the Performance-based Work Statement (PWS). The contractor is encouraged to use innovative approaches to efficiently and effectively accomplish the requirements.

Work Details
The scope of work includes developing recycling collection routes and schedules, completing 100% of the collection and processing of recyclables each week, providing additional recycling containers and collection for special events, maintaining containers and collection areas, weighing recycled materials, transporting recyclable materials optimizing diversion and maximum revenue, collecting recyclables from all workspaces identified in Appendix A, processing recycling materials collected from base recycling collection locations and the recycling center drive-through drop-off area, processing all recyclable material in a manner that optimizes revenue, marketing recyclable commodities, implementing a Quality Control program ensuring maintenance services are performed according to commercial practices and services identified in the PWS.

Period of Performance
The period of performance for the contract is from 1 October 2024 to 30 September 2025 for the base contract (CLIN 0001) and from 1 October 2025 to 30 September 2026 for the optional contract (CLIN 1001).

Place of Performance
The contract will be performed at Fairchild AFB in Washington.
