Fair Opportunity Exception - Marine Mammal Systems Engineering Support

Peraton Corp. will be tasked with providing the necessary personnel to support the Marine Mammal Program (MMP). Services under the resulting contract will include (1) engineering design and production of specialized marine mammal support systems, (2) transport of marine mammal systems, and (3) Maintenance, troubleshooting, and repair of specialized marine mammal support systems, sometimes in austere operational environments during deployments.
As detailed in SECNAVINST 3900.41H, ASN(RD&A) dated 10 October 2018, NIWC Pacific is designated as the lead laboratory for all Navy sponsored programs that involve the acquisition, transport, care, and treatment of Navy marine mammals, and is responsible for:
(1) Ensuring that all personnel engaged in the acquisition, transport, care, and treatment of marine mammals, and any other activities involving Navy marine mammals will adhere to the provisions of the instruction;
(2) Acting as the principal naval point of contact for liaison with the regulatory and other outside agencies on administrative issues regarding Navy marine mammal acquisition, transport, care, treatment, and transfer;
(3) Appointing and maintaining a senior scientist for animal care to oversee a program of care for all Navy marine mammals in conjunction with the Institutional Animal Care and Use Committee and, in coordination with the Navy Bureau of Medicine and Surgery, Director of Veterinary Affairs, to review and approve all research in which Navy marine mammals are involved, regardless of funding source; and (4) Ensuring that all Navy marine mammals receive the highest quality of humane care and treatment consistent with all applicable laws and regulations.
