Incumbent Analysis (see Incumbents section for more detail)
This opportunity appears to have a confirmed incumbent based on prior NOAA awards to Carolyn Fuimaono-Faumui for “unlimited” access to the National Marine Sanctuary of American Samoa (Fagatele Bay) via privately held lands, including continued maintenance of driveways and footpaths leading into the sanctuary. The stated requirement for land access to Fagatele Bay through privately owned property to prevent delays is consistent with the earlier access-focused scope, suggesting continuity of the same land-access arrangement.
