Background
The U.S. Fish and Wildlife Service (FWS) is seeking quotations for Facility Restoration and Cleaning Services at the Camas National Wildlife Refuge located in Hamer, Idaho. This acquisition is a Total Small Business Set-Aside, allowing all responsible small business concerns to submit a quotation for consideration. The goal of this contract is to restore and clean the facility to ensure it meets operational standards.

Work Details
The Contractor shall provide all labor, supervision, equipment, materials, and incidentals necessary to perform the following tasks:

1. Remove existing attic insulation and approximately 672 square feet of thin plywood sheets from the basement;
2. Clean and disinfect all areas of the facility;
3. Properly dispose of removed materials;
4. Re-install blown-in insulation in the attic to a depth of 20 inches/R-50;
5. Utilize proper personal protective equipment (PPE) during all operations;
6. Supply HEPA filters for vacuuming equipment;
7. Document actions performed, including before/after photos and waste disposal documentation;
8. Ensure compliance with OSHA requirements and maintain controlled access to workspaces.

Period of Performance
The contract will be performed over a period of three months from the issuance of the purchase order.

Bidder Requirements
Bidders must be small business concerns as this is a Total Small Business Set-Aside. They must demonstrate technical capability to perform all requirements outlined in the Statement of Work (SOW), including cleaning and disinfection, material removal and disposal, HEPA vacuuming, and replacement of attic insulation within the specified period of performance.
