Background
The 410th Contracting Support Brigade/Joint Interagency Task Force South (JIATFS), in support of J4 Logistics, requires facilities maintenance and support services to various buildings, activities, infrastructure, and equipment located at JIATFS, Truman Annex Key West, Florida. The non-personal services contract aims to support the JIATFS mission by providing a comfortable working environment and safe, well-maintained facilities for occupants, users, and visitors.

Work Details
The contractor shall provide all supervision, labor, equipment, materials, transportation, tools, and non-personal services necessary to perform Facilities Maintenance and Support Services (FMSS) including:
- Phase-In services (30-day period) to transition from incumbent.
- General facilities maintenance and repairs across electrical, plumbing, HVAC, fire suppression, power generation, UPS, and building systems.
- Preventive maintenance in accordance with a government-approved maintenance plan.
- Custodial and groundskeeping services, including trash removal, interior cleaning, lawn mowing, vegetation and vine removal, and grounds maintenance of the antenna field.
- Emergency response personnel on a 24/7 basis.
- Quality Control and Quality Assurance programs: develop and implement a Quality Control Plan, conduct inspections, trend analysis, and corrective actions. Provide monthly QC reports.
- Service Contract Reporting: report contract manpower IAW PWS, for each fiscal year ending September 30 by October 31.
- Program management activities: work breakdown structure, human engineering, centralized administrative support.
- Phase-Out activities at contract end, including knowledge and equipment transfer.
- Specific tasks such as warehouse support personnel, vehicle cleaning and maintenance, and support for protocol and command events within defined radii.
- Antenna field maintenance: mowing and trimming around obstacles, infrastructure support for generators and CONEX boxes, and removal of unwanted vegetation.

Period of Performance
30-day Phase-In period, followed by a base period of 11 months from date of award, with four 12-month option periods and a six-month extension of services.

Place of Performance
Joint Interagency Task Force South (JIATFS), Truman Annex, Key West, Florida; Boca Chica (<10 miles away); Command-sponsored and Protocol Office coordinated events at Trumbo Point and Truman Annex; Change of Command events within a 25-mile radius.

Bidder Requirements
Set-aside: 8(a) Competitive.
Offeror must possess a Top Secret facility clearance at time of proposal submission.
All contractor personnel performing work inside JIATFS buildings must hold at least SECRET security clearances, with TS/SCI as required for restricted areas.
Anti-Terrorism Level I Training completion within 30 days of contract start for all contractor and subcontractor employees.
Submission of a Phase-In/Phase-Out Plan and Quality Control Plan within 30 days of award.
