Facility Maintenance Management and Services

Background
The Multi-Function Multiple Award Service Contract (MASC) is issued by the Naval Facilities Engineering Systems Command Southwest (NAVFAC SW) to obtain facility maintenance management and services across various locations in Arizona, California, Colorado, Nevada, New Mexico, Utah, and other approved locations.

The contract aims to utilize a performance-based specification that leverages the contractor's experience and expertise to determine optimal service operations while supporting government small business programs.

Work Details
The contractor shall provide all necessary labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items required for services outlined in the Performance Work Statement (PWS).

The PWS is organized into 18 annexes covering various aspects of facility maintenance including management and administration requirements (Annex 2), public safety (Annex 4), health care support (Annex 9), utilities (Annex 16), and environmental considerations (Annex 18).

The contractor is expected to develop a Quality Management System that ensures quality control and assurance for both prime contractor operations and task order requirements. Additional work may be acquired at different locations within the scope of the annexes.

The Navy's performance-based service acquisition approach includes performance outcomes, measurable standards, consideration of incentives, and a performance assessment plan.

Place of Performance
Services will be performed at various locations throughout the NAVFAC SW Area of Responsibility including Arizona, California, Colorado, Nevada, New Mexico, Utah, and other approved locations.
