Background
The Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic Division is issuing this solicitation for Facility Investment Services at the NAVSTA Newport Complex Area in Newport, Rhode Island. The goal of this contract is to provide comprehensive facility investment services that include management, supervision, labor, tools, materials, and equipment necessary for the maintenance and operation of facilities and installed systems.

Work Details
The contractor will be responsible for providing all labor, management, supervision, tools, materials, and equipment necessary to deliver Facility Investment Services for the NAVSTA Newport Complex Area. This includes both recurring and non-recurring tasks as outlined in the contract line items (CLINs) 0001 through 0010.

Specific tasks include:
- Recurring work under CLIN 0001: Provide ongoing facility investment services.
- Non-recurring work under CLIN 0002: Address specific facility needs as they arise.
- Option years for recurring and non-recurring tasks are included under CLINs 0003 to 0010. Each option year will require similar services as specified in the base year but may adjust based on performance and needs. The contractor must adhere to performance-based specifications detailed in Annexes 1, 2, and 15 of the solicitation.

Period of Performance
The period of performance for this contract includes a base year followed by four option years. Each year will consist of both recurring and non-recurring tasks as specified in the contract line items.

Place of Performance
The services will be performed at Naval Station Newport located in Newport, Rhode Island.
