Background
The Naval Facilities Engineering Systems Command (NAVFAC) Mid-Atlantic Division is issuing this solicitation for Facility Investment and Management Services focused on the regional maintenance of emergency generators and HVAC equipment. The contract aims to support various naval facilities including Naval Station Norfolk, Virginia Naval Air Station Oceana, Naval Weapons Station Yorktown, Norfolk Naval Shipyard, and DOD Suffolk Complex, among others in the Hampton Roads Area. The goal is to ensure operational readiness and reliability of critical infrastructure through effective maintenance services.

Work Details
The contractor will provide all labor, management, supervision, tools, materials, and equipment necessary for facility investment services related to the maintenance of emergency generators and HVAC equipment. Specific tasks include:

1. Recurring Work: Regular maintenance services as outlined in the Performance Work Statement (PWS).

2. Non-Recurring Work: Additional services that may be required outside of regular maintenance.

3. Compliance with performance-based specifications as detailed in Annexes 1, 2, and 15 of the PWS.

4. Monthly reporting on work performed categorized by Contract Line Items (CLINs) and Sub-Line Items (SLINs).

5. Acceptance criteria will be based on government inspections to ensure compliance with contract requirements.

Period of Performance
The initial term of the contract is expected to be for a period of one year with options for additional years based on performance evaluations and funding availability.

Place of Performance
The contract will be performed at various locations including Naval Station Norfolk, Virginia Naval Air Station Oceana in Virginia Beach, Naval Weapons Station Yorktown, Norfolk Naval Shipyard in Portsmouth, DOD Suffolk Complex in Suffolk, VA, and other locations within the Hampton Roads Area.
