Facility Environmental Compliance, Planning, and Resiliency Technical Support

Background
The Washington Headquarters Services/Acquisition Directorate (WHS/AD) is conducting market research to identify potential vendors for environmental compliance, planning, resiliency, incident response and recovery, natural resources program support, and outreach and event planning services.

This initiative aims to ensure that all operations and projects under WHS are compliant with applicable environmental statutes while meeting the Department of Defense's (DoD) resiliency, planning, and conservation goals.

Work Details
The contractor will perform various tasks as outlined in the Performance Work Statement (PWS), including:

1. Environmental Compliance: Support all environmental compliance programs such as permitting, site assessments, technical training, recordkeeping, reporting, development of guidance documents and standard operating procedures, project reviews, tracing of metrics, escort duties, and coordination with internal and external stakeholders. Ensure compliance with federal, state, and local regulations for WHS properties.

2. Planning and Resiliency: Provide technical support for resiliency master planning programs and land use management at WHS facilities. Tasks include site assessments, recordkeeping, feasibility studies, project reviews, and development of guidance documents.

3. Incident Response and Recovery: Support WHS programs related to environmental releases and recovery from chemical, biological, radiological, and nuclear (CBRN) attacks. Coordination with the Pentagon Force Protection Agency (PFPA) and other DoD components is required.

4. Natural Resources: Provide technical support for the WHS natural resources program including initiatives related to the Potomac River shoreline area and forest habitat at Raven Rock Mountain Complex (RRMC).

5. Outreach and Event Planning: Assist WHS in implementing technical programs through outreach efforts, event planning, and communications support within the Facilities Services Directorate - Standards and Compliance Division.

Period of Performance
The contract will be performed over an indefinite period as it is an Indefinite Delivery Indefinite Quantity (IDIQ) contract.

Place of Performance
Department of Defense (DoD) facilities at Raven Rock Mountain Complex (RRMC), the Mark Center, and the Pentagon Site.
