Facilities Asset Management Services - Europe

Background
The Department of Defense Education Activity (DODEA) is seeking to award a sole-source contract for Facilities Asset Management (FAM) services to support the inspection of 64 schools and related facilities in Europe. This contract is necessary due to the expiration of AHERA certifications for all European DoDEA schools and the requirement for inspections every three years as mandated by federal regulations. The incumbent contractor, ALPHA Facilities Solutions LLC, has been providing these services under an existing contract with the U.S. Army Corps of Engineers (USACE).

Work Details
The contract will provide FY26 FAM support services to DODEA, which includes:

(1) Facility environmental services that encompass environmental health and safety support, including Asbestos Hazard Emergency Response Act (AHERA) inspections and abatement planning;

(2) Facility safety condition assessments aimed at focusing repair and preventative maintenance efforts. The inspections are required to be conducted as a single sustained effort due to logistical considerations, with all 64 schools needing to be inspected within a specific timeframe.

Period of Performance
The period of performance for this contract is planned for 12 months, beginning on October 1, 2025, and concluding on September 30, 2026.

Place of Performance
The contract will be performed across various locations in Europe where the 64 DoDEA schools are situated.
