Description

The Onsite Training Purchases Team at the NASA Shared Services Center is requesting information from vendors for the following business opportunity:

Statement of Work

This training aims to design and deliver a comprehensive training program that focuses on the core competencies needed for effective facilitation. The training will cover active listening, group dynamics awareness, questioning techniques, conflict resolution, time management, process design, and creating a productive and collaborative environment. These competencies will empower facilitators to lead more effective sessions, foster collaboration, and address challenges constructively.

This statement of work outlines the expectations and deliverables to ensure that participants receive a balanced, informative, and introspective experience that enhances their decision-making.

NASA's Glenn Research Center (Glenn) in Cleveland is seeking a qualified vendor to deliver a comprehensive instructor-led-training for supervisors and managers.

Objectives

The primary objectives of this training program are to:

  1. To enhance participants' knowledge of facilitation principles and methodologies.
  2. To develop practical skills in planning, executing, and evaluating facilitated sessions.
  3. To improve participants' ability to engage diverse groups and manage conflicts effectively.
  4. To build participants' confidence in their facilitation abilities through practice and feedback.

Scope of Work

The facilitation skills training will include the following components:

  • Course Design and Development: Create a comprehensive curriculum tailored to meet the specified learning objectives, including lesson plans, participant materials, and assessment tools.
  • Training Delivery: Conduct interactive training sessions over a single eight-hour day, encompassing theoretical and practical components.
  • Participant Engagement: Utilize various techniques to engage participants actively, including hands-on exercises, reflection opportunities, and constructive feedback sessions.

Deliverables

  1. Vendor will deliver course syllabus 2 weeks before training start date.
  2. Vendor will deliver course materials before training start date.
  3. Vendor will deliver a list of training tools 2 weeks before training start date.
  4. Vendor will deliver a list of instructors 2 weeks before training start date.
  5. Vendor will use only course materials that are Section 508 compliant.
  6. Vendor will deliver course between July 7, 2025, and July 28, 2025.

Government-Furnished Property

  1. NASA will provide training facility.
  2. NASA will provide access badge for instructor.
  3. NASA will provide audio and visual equipment.

Instructor Requirements

  • Citizenship: U.S. citizen or permanent resident

Additional Requirement

Beyond technical knowledge and ability to deliver the course content accurately and thoroughly, the trainer should possess effective teaching skills to deliver the course material clearly and engage learners.

A secondary instructor should be available should any circumstance prevent the primary instructor from facilitating the course on the scheduled dates.

Responses should be submitted to loni.r.bridges@nasa.gov. Please use email subject HRC1557902 Conflict Resolution Response in the subject line. Responses should include a valid email address for the point of contact who will receive an authorization for purchase.

You will receive an e-mail notification when your response has been received.

Deadline

Responses should be submitted no later than 9:00 am Central Daylight Time on Tuesday, April 15, 2025.

The purpose of this RFI is to collect additional information about the subject training request and identify the willingness and capabilities of potential vendors to service the subject training request. This RFI is issued solely for information or planning purposes and does not constitute a request for proposal (RFP). The information provided in the RFI is subject to change and is not binding on the government. NASA has not made a commitment to purchase any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become government property and will not be returned.

Next Steps

The Onsite Training Purchases Team will gather all responses received and submit only those responses that meet the criteria to our customer at Glenn. Our customer will provide responses to the program manager for review. The program manager will review and select the response which offers the best value to NASA. Our customer will submit the selected offer to the Onsite Training Purchases Team. The Onsite Training Purchases Team will prepare the award package and send to a purchasing agent for review and approval. The purchasing agent will issue a Notice of Award to the selected vendor. The vendor can communicate with our customer at Glenn after receiving the notice. The Onsite Training Purchases Team will publish a copy of the notice at sam.gov.
